This solicitation (RFP/RFQ No. JSA-26-Q449836) is for the fabrication and delivery of the MOLLER Upstream Enclosure. Statement of Work (SOW) / Performance Work Statement (PWS)

This SOW establishes the requirements for the procurement, fabrication, testing, and delivery of an Upstream Enclosure (USE) for use in one of the experimental halls at Thomas Jefferson National Accelerator Facility (TJNAF).

• The USE is a welded vacuum chamber made of AL 6061 aluminum alloy, designed to maintain a vacuum of 1 x 10^-3 Torr and support internal components.

• It consists of a Top Hat and a Baseplate, sealed with an O-ring.

• The Top Hat is a welded assembly with external ribs, and its primary sealing surface requires machining after welding.

• The Baseplate is an aluminum weldment structure with external ribs, featuring cut-outs for feedthroughs, an O-ring groove, and various hole patterns.

• Vendors may propose design improvements for economy or ease of fabrication, subject to TJNAF approval.

• Manufactured Assemblies: TOP COVER ASSEMBLY and BASE PLATE FINAL MACHINING.

• Note: Certain components (Lead Ring with Inserts Assembly, Tungsten O-Ring Shield Plate, etc.) are excluded from this subcontract and are procured separately.

• Services: Assembly of specified deliverables and leak testing.

• Deliverable Documentation: Includes Quality Control System Manual, Manufacturing Plan, NDE Procedures, Welding Procedures, Final & In-Process Cleaning Procedures, Shipping and Handling Plan, Welding Examination Report, Certified Mill Test Reports, and Certified Leak Test Reports.

• Delivery is required no later than 26 weeks After Receipt of Order (ARO) or best delivery.

• Place of performance is TJNAF in Newport News, VA.

• Testing: Includes Leak Test (requirements specified, with TJNAF performing final checks), Vacuum Test, Visual Examination of welds, and Dimensional Inspection.

• Cleanliness: Internal and external surfaces must be cleaned to remove debris, using warm/hot water with or without detergent, or a clean quality solvent. Citranox detergent is preferred.

• Packaging: Assemblies must be sufficiently packed to protect finish, mechanical integrity, and prevent contamination. Loose parts are to be packaged together and clearly labeled.

• Government-Furnished Material: O-ring and joining glue will be provided by TJNAF ARO.

• Reporting: Monthly written updates to TJNAF are required via email. Notification of tests is required 10 working days prior.

• Meetings: Kick-Off Meeting (within 5 weeks ARO), Production/Work Readiness Review (within 4 weeks after kickoff), and Pre-Shipping Review.

• Procurement Officer's Technical Representative (TR): Joseph Lamont will serve as the technical interface.

• All documents listed in Table 4 are due to TJNAF for review within 4 weeks ARO.

• Final dimensional inspection report due at Pre-Shipment Review.
