Monitoring and Delivery of HD5 Grade Propane

Scope of Work

This requirement involves two primary components:

• HD5 Grade Propane Delivery: Contractors will be responsible for monitoring the Government's 1000-gallon APTF propane tank at NUWCDIVNPT. When the tank reaches 25% full, delivery must be completed within 48 hours, filling the tank to 80%. The propane must be Grade 2.1. The base year (June 29, 2026 – June 28, 2027) and four option years each require 9,000 gallons. An Economic Price Adjustment (EPA) based on US EIA rates for Wholesale Propane in New England is applicable for propane delivery.
• Remote Tank Monitoring System/Services: Provision of a remote tank monitoring system and associated monitoring services for the base year and four option years.

Contract Details

• Contract Type: Firm-Fixed-Price (FFP) purchase order.
• Period of Performance (Base Year): June 29, 2026, to June 28, 2027.
• Options: Four one-year options for both propane delivery and monitoring services. Options are at the Government's discretion and may be exercised bilaterally if they include EPA.
• Location of Performance: Naval Undersea Warfare Center Division, Newport, RI.

Eligibility & Set-Aside

• Set-Aside: 100% Small Business Set-Aside.
• NAICS Code: 457210 "Fuel Dealers" with a Small Business Size Standard of 100 employees.
• CMMC Requirement: CMMC Level 1 (Self-Assessment) or higher is required prior to award for any contractor information system processing Federal Contract Information (FCI) or Controlled Unclassified Information (CUI).

Submission & Evaluation

• Evaluation: Award will be made to the eligible, responsible offeror submitting the Lowest Price Technically Acceptable (LPTA) quote. Technical acceptability requires quoting all required items without substitutions and meeting CMMC Level 1 or higher. Negative past performance in SPRS may render a quote technically unacceptable.
• Submission Deadline: Wednesday, April 15, 2026, at 1400 Eastern.
• Submission Method: Email quotes to Bradley.r.wicks2.civ@us.navy.mil.
• Required Submission Information: Separate pricing for each CLIN (0001-0010), delivery terms, company name and point of contact (including phone and email), CMMC unique identifier, and Contractor CAGE Code and/or DUNS Number.

Additional Notes

• Site Access: A Visit Authorization Request (VAR) is mandatory for contractor personnel accessing NUWCDIVNPT. No security clearance is required for facility entry.
• SAM Registration: Active registration in the System for Award Management (SAM) is required prior to award.
• Payment: Electronic via Wide Area Workflow (WAWF).
• Government-Owned Tank: The 1,000-gallon propane tank is Government-owned.
