This is a combined synopsis/solicitation for a Firm-Fixed Price contract for fire and security alarm system testing and monitoring services within the Timucuan Ecological and Historic Preserve (TIMU). The Department of the Interior, Contracting Operation East – South MABO is seeking these services.

• Monitoring and Testing of Fire and Security Alarms.

• Services are for a base year plus four option years.

• Product/Service Code: N063 (Installation of equipment - Alarm, Signal, and Security Detection Systems).

• Contract Type: Firm-Fixed Price.

• Period of Performance: Base year is March 2026 - March 2027. Option years extend through March 2031.

• NAICS Code: 561621 - Security Systems Services (except Locksmiths).

• Size Standard: $25.0 Million.

• Quotes must be submitted via email to Tony_Eusebio@nps.gov with the subject line: QUOTE – 140P5426Q0001.

• Quotes are due no later than February 13, 2026, 04:00PM EDT.

• Offerors must complete blocks 30a, 30b, 30c of the SF-1449, the price schedule, and acknowledge amendments.

• Evaluation will be based on price and other factors, including past performance, technical capability, and resource availability.

• Offerors must provide a formal quote on company letterhead, including price, lead time, warranty information, and capabilities.

• This acquisition is a 100% small business set-aside.

• Companies must have a valid Unique Entity ID (UEI) number and an active System for Award Management (SAM.gov) registration.

• Offerors must be self-certified under NAICS 561621 in the Representations and Certifications portion of SAM.gov.

• A site visit is scheduled for January 29, 2026, at 09:00AM EST.

• Answers to questions will be posted to SAM.gov as an amendment.

• SCA Wage Determination # WD 2015-4539 (Rev. 29) dated 12/03/2025 for Duval, Florida is applicable.

• Electronic invoicing via the U.S. Department of the Treasury's Invoice Processing Platform (IPP) is required.

Statement of Work (SOW) / Performance Work Statement (PWS)

To ensure the effective operation, monitoring, and response to fire and security alarm events within the Timucuan Ecological and Historic Preserve (TIMU).

• Provide comprehensive labor, equipment, materials, supplies, and supervision for the inspection, testing, certification, and monitoring of fire and security alarm systems.

• Monitor all fire and security alarm signals in real-time using a centralized monitoring station with trained personnel.

• Log all events, including alarms, system tests, and maintenance activities.

• Provide immediate notification to emergency services (fire department, police) and designated TIMU personnel upon alarm activation.

• Conduct regular yearly tests on all systems and coordinate inspections with qualified technicians.

• Offer ongoing technical support for inquiries or system issues.

• Maintain comprehensive records of all alarms, responses, maintenance activities, and correspondence.

• Ensure monitoring services comply with NFPA guidelines and local laws, and maintain necessary certifications for monitoring personnel.

• Collaborate with TIMU to establish and review emergency response procedures.

• The contract is anticipated to be awarded in March 2026.

• Base period: March 2026 - March 2027.

• Four (4) one-year option periods.

• Services will commence in March 2026 (as early as possible).

• The monitoring services will be reviewed annually for performance evaluation and contract renewal.

• 24/7 monitoring service with documented response protocols.

• Monthly monitoring reports.

• Records of all alarms, responses, and maintenance activities.

• Yearly testing of all systems.

• Service Provider: Responsible for monitoring and reporting.

• Client (TIMU): Responsible for providing access, ensuring personnel are trained, and communicating system changes.

• Timely and accurate responses to alarm activations.

• Compliance with industry standards and local regulations.

• Positive feedback from TIMU on service effectiveness and support.
