Purpose
This is a Sources Sought notice for market research purposes only; the Government does not intend to award a contract based on responses. Information gathered will inform a potential future solicitation and help identify small businesses capable of meeting the requirement. Responses will be treated as information only and not as proposals.
Scope of Work
The requirement involves providing remedial maintenance (RM), preventive maintenance (PM), and emergency services for monopole towers, warning lights, and Military Affiliate Radio System (MARS) antennas, and associated communications infrastructure. Key tasks include:
- Performing RM, PM, and emergency repairs on 11 antennas located across Oahu, the Island of Hawaii, and Schofield Barracks.
- Installing a complete building grounding system for six MARS antennas at Schofield Barracks, including a grounding ring and rooftop lightning protection.
- Serving as a Subject Matter Expert (SME) for the grounding system, providing management, maintenance, training, and reporting.
- Responding to emergency maintenance calls within two hours and restoring systems within six working hours.
- Proposing replacement parts, with government reimbursement for actual costs upon COR approval.
Performance Requirements
Contractors must adhere to specific performance standards, including:
- Emergency response within 2 hours and restoration within 6 working hours.
- Submission of PM schedules 14 days prior to commencement and RM schedules within 5 working days of notification.
- Detailed service reports within 15 days post-maintenance.
- Maintaining an effective Quality Control Plan (QCP) and possessing ETA International / R56 certified Installer certification.
- Adherence to OSHA, EPA, NEC, and NFPA safety codes.
