The objective is to gather information from industry on capabilities to provide a comprehensive, closed-network ACS and CCTV system at Moody AFB. The system must operate entirely offline, without requiring AFNET, Wi-Fi, or commercial internet connectivity. The selected vendor will be responsible for supplying all necessary parts, equipment, software, labor, and the removal of any legacy components.

Scope of Work

Core capabilities required include, but are not limited to:

  • Access Control System (ACS): Installation of two-factor (CAC & PIN) readers at main entry doors, Balanced Magnetic Switch (BMS)/magnet locks, Request to Exit (REX) sensors, manual release buttons, and a concealed "panic/lock-down" button. The system must maintain a 24-hour battery backup and comply with UFC, NFPA-101, and NFPA-72 standards.
  • Control Workstation: Provision of a stand-alone Windows 11 workstation, operating completely offline, capable of logging entry data for at least 45 days and allowing schedule configurations.
  • Video Monitoring (CCTV): Installation of 6 interior cameras with at least 2K quality, low-light/Infrared (IR) capability, and facial feature recognition. Footage must be retained for 120 days and be fully integrated with the ACS workstation.
  • Installation & Training: Installation to occur M-F, 0800–1630. The vendor must provide system training for USG personnel and deliver As-Built drawings and O&M manuals upon completion.
  • Warranty & Support: A minimum 1-year warranty on workmanship, parts, and labor, with a service response time for in-scope issues not exceeding three business days.

Requested Information (Capability Statement)

Interested and capable vendors are requested to submit a concise Capability Statement addressing their ability to meet the outlined requirements. Responses should include:

  • Company Profile: Company Name and Address, Point of Contact (Name, Title, Email, Phone number), CAGE Code, and Unique Entity ID (UEI).
  • Socio-Economic Status: Indication of business size standard and any socio-economic designations (e.g., Small Business, 8(a), HUBZone, SDVOSB, WOSB).
