Scope of Work

The contractor will establish and operate a COCESS storefront in Building 980 on Moody AFB. Key responsibilities include sourcing, purchasing, receiving, issuing, delivering, and stocking a variety of materials, equipment, parts, and supplies for construction, facility maintenance, and the Base U-Fix-it program. The store must stock high-use/critical/consumable items (referenced in Exhibit 1 and 2). The contractor will manage inventory using the NexGen IT system, perform Inventory Technician (InvTech) transactions in TRIRIGA, and provide quality customer service. Materials include electrical, plumbing, HVAC, sheet metal, welding, carpentry, pavement, hardware, and general construction products. Personnel must be proficient in English, and the Store Manager requires a minimum of two years of merchandising or supply logistics experience.

Site Visit

A highly recommended site visit will be held on Monday, April 13, 2026, at 9:00 AM EST. Attendees must arrive at the Moody Air Force Base Visitor's Center by 8:30 AM EST for check-in and must complete Attachment U (Base Access Request) and email it to samuel.garfunkel.1@us.af.mil or lance.dela_cruz@us.af.mil.

Submission Requirements

Offers must be submitted electronically via the DoD Safe site or email. All documents must be in .pdf format, with file titles including the volume number and offeror's CAGE code. Proposals must include:

  • Volume I - Price: SF1449, acknowledgment of amendments, Attachment Y (Pricing Discount Coefficient Table), and Attachment K (Common COCESS Items Price List).
  • Volume II - Technical: Store Management Plan and Transition Plan (10-page limit per part).
  • Volume III - Past Performance: Information on no more than five recent and relevant contracts (2-page limit per contract), including Attachment W (Past Performance Information) and Attachment T (Financial Reference Worksheet). Teaming arrangements require consent letters.
  • SAM Registration: Offerors must be registered in SAM prior to proposal submission.

Evaluation Criteria

This acquisition uses a Subjective Trade-Off source selection method. Technical capability and past performance, when combined, are significantly more important than price. The evaluation process will prioritize the first five lowest-priced, responsive proposals for technical acceptability, then evaluate past performance. Award will be made based on "Best Value" to the Government.
