Quick Summary

The National Oceanic and Atmospheric Administration (NOAA), Office of Marine & Aviation Operations (OMAO), Marine Operation Center (MOC), is soliciting quotes for Port and Harbor operational support (Moorage) for the NOAA Ship Gordon Gunter in San Juan (preferred) or Ponce, Puerto Rico. This is a Total Small Business Set-Aside. Quotes are due by February 16, 2026, at 3:00 PM EST/EDT.

Scope of Work

NOAA requires comprehensive port services, including moorage and other operational support, for the NOAA Ship Gordon Gunter. The requirement is for two separate port calls, and offerors must provide itemized quotes for each estimated port call listed in the Statement of Work (SOW). The Government will evaluate each priced service and may award for some or all requested services.

  • Period of Performance: Base year, with potential for a shortened base year or updated quote if funding delays occur. Includes FAR 52.217-8 Option to Extend Services (up to 6 months).
  • Wage Rates: WD #: 2015-5707, revision 28 (Dec 3 2025) incorporated.

Evaluation Criteria

Award will be made on a Best Value Trade-Off basis, considering price and non-price factors. The Non-Price Technical Solution (Technical Approach and Past Performance) is significantly more important than price. However, if non-price factors are deemed equal, price becomes a determining factor.

  • Technical Approach and Capability: Evaluate understanding, approach, and ability to perform the SOW. Requires a detailed description of experience, subcontractor details, on-site point of contact, and an itemized quote.
  • Past Performance: Requires at least two references from similar/relevant services within the past two years. References must complete and submit a Past Performance Questionnaire (PPQ) directly to the Contracting Specialist by the closing date.
  • Price: Evaluated for completeness and reasonableness, ensuring compatibility with the Non-Price Technical Solution. Quotes for nearby port locations may also be considered if advantageous.

Submission Requirements

Quotes must be submitted electronically via email to Christopher.baker@noaa.gov. Offerors must include the Requisition number in the subject line and are responsible for requesting confirmation of receipt.

  • Format: PDF or Microsoft Word.
  • SAM Registration: Active registration in SAM.gov is required. Include UEID/CAGE CODE and Page 1 of SAM registration with the quote.
  • Liability Insurance: Provide a copy of liability insurance.
  • FedConnect: The Department of Commerce will use FedConnect for contract administration; contractors must be registered.
  • Quote Structure: Quotes must be firm fixed-price, detailed, and itemized per service. Two separate purchase orders will be issued, one for each port call; do not combine totals.
