Evaluation Criteria
Award will be made on a Best Value Trade-Off basis, considering price and non-price factors. The Non-Price Technical Solution (Technical Approach and Past Performance) is significantly more important than price. However, if non-price factors are deemed equal, price becomes a determining factor.
- Technical Approach and Capability: Evaluate understanding, approach, and ability to perform the SOW. Requires a detailed description of experience, subcontractor details, on-site point of contact, and an itemized quote.
- Past Performance: Requires at least two references from similar/relevant services within the past two years. References must complete and submit a Past Performance Questionnaire (PPQ) directly to the Contracting Specialist by the closing date.
- Price: Evaluated for completeness and reasonableness, ensuring compatibility with the Non-Price Technical Solution. Quotes for nearby port locations may also be considered if advantageous.
