Specification Sheet

This document specifies requirements for synthetic 12-strand rope assemblies for shipboard line-handling and general support operations for the COMPACFLT Barge Program in Guam.

Three types of synthetic rope assemblies are detailed:

• Item 1: 1-5/8" diameter x 100 ft length, 12-strand single-braid synthetic fiber (HMPE or equivalent), with two 6-ft protective-covered eye splices. Must be UV- and abrasion-resistant; floating line preferred. Minimum breaking strength must meet manufacturer's published specifications.

• Item 2: 1-1/2" diameter x 50 ft length, 12-strand single-braid synthetic fiber (HMPE or equivalent), with thimble eye splices on each end. Must be UV- and abrasion-resistant. Minimum breaking strength must meet manufacturer's published specifications.

• Item 3: 1-1/2" diameter x 100 ft length, 12-strand single-braid synthetic fiber (HMPE or equivalent), with a thimble eye splice on one end and a soft eye splice on the other. Must be UV- and abrasion-resistant. Minimum breaking strength must meet manufacturer's published specifications.

• Splicing must be performed by qualified riggers.

• Assemblies must meet or exceed applicable cordage industry standards (e.g., CI-1500).

• Manufacturer's certification of minimum breaking strength for each diameter is required with each assembly.

• Packaging must protect from UV and moisture, and include tags with diameter, length, and lot/batch identification.

Solicitation / RFP / RFQ

This solicitation is for Mooring Lines. The government anticipates awarding a firm, fixed-price contract.

• Synthetic Rope Assembly: 1-5/8" X 100' AMSTEEL BLUE WITH 6' COVERED EYE EACH END (Quantity: 6)

• Synthetic Rope Assembly: 1-1/2" X 50' QUANTUM-12 WITH BLUE LINE THIMBLE EACH (Quantity: 8)

• Synthetic Rope Assembly: 1-1/2" X 100' QUANTUM-12 WITH BLUE LINE THIMBLE ONE END SOFT EYE OTHER END (Quantity: 8)

• All items require DoD unique identification or a DoD recognized unique identification equivalent.

• Packaging and marking shall be in accordance with ASTM-D-3951.

• Shipments must be via fully traceable commercial freight.

• Contract type: Firm Fixed Price.

• Period of Performance: Delivery on or before April 30, 2026 for all items.

• Offer Due Date: March 11, 2026, 10:00 AM.

• Submission of questions deadline: 2 days prior to the solicitation closing date.

• Evaluation factors: Technical (including delivery date), price, and past performance, in no order of relative importance.

• The government reserves the right to make a single award for all items.

• Quoters must note all exceptions from the solicitation's terms, conditions, specifications, and/or statement of work.

• Submission of invoices will be via WAWF.

• This acquisition is set aside for Small Business.

• Price evaluation preference for HUBZone Small Business Concerns applies.

• Offerors must provide manufacturer's name, manufacturer's size, part number, and country of origin for each CLIN.

• Contractors must be registered with SAM.gov.

• Cybersecurity Maturity Model Certification (CMMC) requirements may apply (see Section I).

This document is a specification sheet detailing requirements for synthetic mooring lines for Guam usage, intended for the COMPACFLT Barge Program. It outlines the specific characteristics and performance standards for three distinct types of synthetic rope assemblies.

• Item 1: 1-5/8" x 100' Synthetic Rope Assembly

  • Material: High-modulus polyethylene (HMPE) or equivalent
  • Construction: 12-strand single-braid synthetic fiber
  • Terminations: Two 6-ft protective-covered eye splices
  • Performance: Minimum breaking strength to meet manufacturer's published standards; UV- and abrasion-resistant; floating line preferred.

• Item 2: 1-1/2" x 50' Synthetic Rope Assembly

  • Material: HMPE or equivalent
  • Construction: 12-strand single-braid synthetic fiber
  • Terminations: Thimble eye splice on each end
  • Performance: Minimum breaking strength to meet manufacturer's published standards; UV- and abrasion-resistant.

• Item 3: 1-1/2" x 100' Synthetic Rope Assembly

  • Material: HMPE or equivalent
  • Construction: 12-strand single-braid synthetic fiber
  • Terminations: Thimble eye splice (one end), Soft eye splice (other end)
  • Performance: Minimum breaking strength to meet manufacturer's published standards; UV- and abrasion-resistant.

• Splicing must be performed by qualified riggers.

• Must meet or exceed applicable cordage industry standards (e.g., CI-1500).

• Manufacturer's certification of minimum breaking strength for each diameter is required.

• Packaging must be coiled, protected from UV and moisture, and tagged with diameter, length, and lot/batch identification.

This document defines the technical specifications for mooring lines. Bidders must ensure their proposed products meet or exceed all listed specifications, including material, construction, termination types, performance criteria, and general requirements, to be considered compliant.
