Quick Summary

The U.S. Army Corps of Engineers, New Orleans District (CEMVN), is issuing a presolicitation for the purchase of Fresh/Intermediate Marsh (FM/IM) Essential Fish Habitat (EFH) mitigation bank credits. These credits are required to compensate for unavoidable habitat losses caused by the Morganza to the Gulf (MTG) Project in the Louisiana Coastal Zone. This will be an 100% UNRESTRICTED procurement. An RFP is anticipated on or about April 30, 2026.

Scope of Work

CEMVN seeks to acquire 118 average annual habitat units (AAHUs) of LDNR-approved FM/IM credits. These credits will mitigate impacts associated with the construction of the MTG Project in the Coastal Zone. The purchase will be made through a competitive solicitation/award process, potentially resulting in one or more contracts.

Eligibility Requirements

To be eligible, mitigation banks must:

  • Be approved by CEMVN and in full compliance with their Mitigation Banking Instrument (MBI) and 33 CFR Part 332 standards.
  • Be physically located within the Deltaic Plain, specifically within designated Hydrologic Unit Codes (HUCs) including Atchafalaya, Barataria, Lake Pontchartrain, Mississippi River, and Terrebonne basins.
  • Provide habitat types that match the habitat being mitigated.
  • Have mitigation credits assessed using the certified Version 2.0 of the Freshwater Marsh / Intermediate Marsh (FM/IM) Wetland Value Assessment (WVA) Community Model.
  • Possess a duly-recorded perpetual conservation servitude/easement.
