This is a combined synopsis/solicitation for commercial products and services for the Mornhinweg Wetlands Reserve Easement Restoration in Noble County, Oklahoma. The government anticipates awarding one Firm Fixed-Price contract. The project involves construction drawings, specifications, and wage rates which will be posted and available.

• Clearing and grubbing of trees, snags, logs, brush, stumps, shrubs, and rubbish.

• Excavation and disposal of excavated materials.

• Construction of earth embankments, other earthfills, and earth backfills.

• Furnishing and spreading topsoil.

• Furnishing, forming, placing, finishing, and curing portland cement concrete for structures.

• Furnishing and installing steel pipe.

• Furnishing seed, labor, equipment, and planting seed on designated areas.

• Optional bid items include sprigging and seeding.

• Contract Type: Firm Fixed-Price

• Period of Performance: 51 Calendar Days after Notice to Proceed (excluding weather days and Federal Holidays).

• Estimated Value: Between $100,000.00 and $150,000.00.

• Bid Bond: 20% of the bid price required.

• Payment Bond: 100% of the project cost required within 10 calendar days of award (SF-25A, ILC, or Tripartite Escrow Agreement).

• Bid Deadline: June 30th, 2026, by 1:00 PM ET.

• Evaluation Criteria: Bids will be evaluated without discussions, and award will be made to the responsible bidder whose bid is most advantageous to the Government, considering only price. Unbalanced or unrealistically low pricing may result in rejection.

• Site Visit: June 10th, 2026, at 10:00 AM Central Time at the NRCS Field Office, 1302 Highway 77N, Perry, OK.

• This acquisition is a 100% total small business set-aside.

• Contractors must be registered in the System for Award Management (SAM).

• Applicable NAICS Code: 237990 OTHER HEAVY AND CIVIL ENGINEERING CONSTRUCTION.

• This is an Invitation for Bid (IFB) using simplified acquisition procedures of FAR Part 14.
