Quick Summary
The Federal Housing Finance Agency (FHFA) is soliciting quotes for Mortgage Prepayment Reports under a combined synopsis/solicitation (RFQ). This is a Total Small Business Set-Aside opportunity to procure commercially available quarterly reports comparing loan origination and prepayment performance of mortgages guaranteed by Fannie Mae and Freddie Mac. The resulting contract will be a Firm-Fixed-Price (FFP) purchase order for a one-year base period and four one-year option periods.
Scope of Work
The selected contractor will develop and deliver commercially available quarterly reports based on their own marketed data. These reports must present actual, historical loan origination and prepayment data for Fannie Mae and Freddie Mac mortgages, categorized by attributes such as deciles, cohorts, coupons, servicers, and loan-to-value (LTV) ratios. All reports and supporting data (tables/charts) must be machine-readable, updated quarterly, and delivered electronically. Minor report criteria changes must be accommodated without additional charge. The contractor will also provide subject matter expert/technical support via email and telephone at no extra cost. All deliverables must comply with Section 508 of the Rehabilitation Act for Information and Communication Technology (ICT) Accessibility.
