Purpose & Scope
This combined Synopsis/Solicitation seeks a contractor to provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and non-personal services necessary for mortuary affairs. Services include preparation, disposition, transportation, funeral, and interment services as defined in the Performance Work Statement (PWS). The scope covers a wide range of services such as embalming, dressing, casketing, cremation preparation, funeral services, visitations, supply of death certificates, refrigeration, funeral coach/limousine services, and various burial items. Services must be available 24 hours a day, with performance standards requiring 100% compliance for critical tasks like initiating services within 12 hours. The contractor's facility will be the primary place of performance, covering the New England area (Maine, Massachusetts, New Hampshire, Vermont, Rhode Island, Connecticut, and New York).
Contract Details
This is a Basic Ordering Agreement (BPA) for mortuary services with a 5-year ordering period from the date of award. Delivery and acceptance will be at Hanscom Air Force Base, MA, with FOB Point as DESTINATION. Payment will be made via Government-wide commercial purchase card. Funds are not presently available, and obligation is contingent upon fund availability. This is a new effort with no incumbent contractor.
Submission & Evaluation
Offers are due by March 2, 2026, at 12:00 PM EST and must remain valid for at least 90 days. Submissions must be emailed to the Contract Specialist and Contracting Officer; do not post offers to SAM.gov. The entire quote submission, including a Technical Proposal, Completed Bid Schedule, Mission Essential Contract Plan, and specific FAR/DFARS representations, must not exceed 25 pages. Award will be made to the responsible offeror whose offer is most advantageous to the Government, based on the Lowest Evaluated Price of Technically Acceptable quotes. Technical evaluation factors include Understanding of Requirement, Qualifications/Certifications, Facilities and Refrigeration, Location, and Time Allotted for Services. A site visit will not be held.
Eligibility & Requirements
This acquisition is a Total Small Business Set-Aside under NAICS Code 812210 with a size standard of $12,500,000. Offerors must be registered in the System for Award Management (SAM). Key personnel must include State-licensed funeral directors and embalmers, capable of obtaining remains within the New England area. Contractors must adhere to all applicable federal, state, local, and international regulations, and DoD standards, including the Service Contract Act Wage Determinations.
