Offerors must be authorized distributors of the original manufacturer's item and provide proof with their offer. Quotes must include unit price, total price, and proposed Repair Turnaround Time (RTAT). If the Government's required RTAT of 135 days cannot be met, offerors must provide capacity constraints. A price reduction will be incurred for failure to meet the RTAT due to unexcusable contractor delay, with offerors required to state their proposed price reduction amount per unit per month, up to a maximum.
