Statement of Work (SOW) / Performance Work Statement (PWS)

To design, build, and deliver a complete mobile-based compromised driving detection system (SACD) for military motorcycle riders. The goal is to reduce avoidable driver behavioral errors caused by fatigue, thereby improving safety and readiness without requiring additional hardware.

• Develop a real-time fatigue and behavior-based motorcycle driving detection application (SACD).

• Package the SACD with a secure backend for data analysis and policy support.

• Ensure functionality on both Android and iOS platforms.

• Deploy and evaluate the system with service members, incorporating feedback.

• Provide full transition documentation and training for large-scale deployment.

• Utilize existing smartphone sensors (accelerometer, gyroscope, GPS, etc.) for behavioral detection.

• Integrate proprietary signal filtering and sensor fusion for high accuracy and minimal false alerts.

• Embed on-device machine learning algorithms for fatigue and risk-level driving behavior classification.

• Design a cross-platform mobile application with an intuitive UI/UX and real-time feedback mechanisms (alerts, summaries, rest suggestions).

• Simulate high-risk riding behaviors and fatigue indicators for algorithm validation.

• Conduct pilot deployment with Navy motorcycle riders for real-world functionality testing.

• Implement continuous integration and updates based on user data and feedback.

• Ensure all system components are production-ready and scalable.

• The project duration is 22 months, as indicated by the deliverable timeline.

• Pilot deployment will be conducted with Navy motorcycle riders.

• No Government Furnished Equipment will be required; the contractor will use its own resources.

• The Navy will provide access to volunteer Navy motorcycle riders and their personal devices.

• All data collected is owned by the riders and the U.S. Government; the contractor has the right to use an anonymized form of the data.

• Data storage must comply with CCPA and GDPR standards.

• All electronic and information technology (EIT) deliverables must comply with Section 508 accessibility standards.

• Key personnel include a Lead Scientist, Lead AI Engineer, Lead Data Scientist, UX/UI Expert, Lead Mobile Engineer, Lead Software Engineer, and experienced management personnel.

• Travel will be limited to locations where pilot deployments are conducted.

• No security clearance is required at this point.

Request for Information (RFI) / Sources Sought

This announcement is a Request for Information (RFI)/Sources Sought Notice to gather information and assess planning for a potential future acquisition. It is not a solicitation or an expression of intent to issue one. The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Norfolk is seeking information from qualified sources capable of providing a fully functional, military-ready smartphone application for compromised driving detection to support the Naval Safety Command.

• Design, build, and deliver a mobile-based compromised driving detection system.

• Software development including AI-driven behavior detection algorithms.

• On-device real-time processing and user feedback features.

• Backend support infrastructure.

• The system aims to improve safety and readiness by detecting compromised driving via a smartphone application (SACD).

• The goal is to study the viability of new smartphone technology to reduce driver behavioral errors caused by fatigue, saving injuries, lives, and costs, while maintaining operational impact.

• Anticipated contract type: Firm, Fixed-Price.

• This is a new contract.

• Anticipated period of performance: 1 base year and 3 option years.

• Estimated start date: On or around July 1, 2026.

• This is a market research tool, not a Request for Proposal (RFP).

• Interested parties are encouraged to respond.

• Submissions should be no more than 6 pages, using 12-point Times New Roman font.
