Scope of Work

The Government seeks a contractor to design, build, and deliver a complete mobile-based compromised driving detection system for motorcycle-riding service members. This includes software development, AI-driven behavior detection algorithms, on-device real-time processing, user feedback features, and backend support infrastructure. The goal is to reduce avoidable driver behavioral errors caused by fatigue, thereby saving injuries, lives, and costs, and maintaining operational impact, without requiring additional hardware. The application (SACD) should utilize existing smartphone sensors, integrate proprietary signal filtering and sensor fusion, embed on-device machine learning, and feature an intuitive cross-platform UI/UX with real-time feedback. Pilot deployment with Navy motorcycle riders and continuous integration are expected.

Submission Requirements

Interested parties should submit a Statement of Capabilities, not exceeding 6 pages (12-point Times New Roman font), addressing:

  1. Full business name, CAGE code, and DUNS Number.
  2. Contact information (name, phone, email).
  3. Business size based on NAICS code.
  4. SAM.gov registration status.
  5. Domestic or foreign ownership.
  6. Ability to support sections 3 and 5 of the Performance Work Statement (PWS), including relevant prior experience. Small businesses anticipating a set-aside should detail how they will comply with FAR 52.219-14 (Limitations on Subcontracting). Large and small businesses should provide expected small business utilization percentages.

Eligibility / Set-Aside

This RFI will help the Navy ascertain interest, capability, and capacity of potential businesses. The Government will determine if a small business set-aside is appropriate based on responses, requiring at least two capable small business prime contractors. Small business utilization will be considered even if not set-aside.
