Statement of Work (SOW) / Performance Work Statement (PWS)

To provide motorcycle safety training, including Basic Rider (BRC I) and Advanced Rider (Enhanced Street Skills) courses, for military personnel and government-owned motorcycle operators at Mountain Home AFB, Idaho.

• Provide all personnel, labor, supervision, management, supplies, tools, equipment, and services necessary to conduct motorcycle safety training.

• Offer Commercial Off-the-Shelf (COTS) training courses.

• Ensure all work complies with the PWS, federal, state, and local laws, regulations, manufacturer specifications, and commercial practices.

• Provide BRC I and ERC motorcycle/scooter training.

• Maintain markings on the course and vegetation control as needed.

• All work must be accomplished in accordance with the PWS.

• Contractor shall employ a quality control program to identify, prevent, and ensure non-recurrence of defective services.

• Government will use quality assurance methods to determine contractor compliance.

• Non-conforming work must be re-performed at no additional cost to the government.

• Place of performance is Mountain Home Air Force Base.

• The PWS does not specify a contract period of performance.

• Publications: Adherence to DODI 6055.04 and AFI 91-207 is required.

• Hours of Operation: Coordinate with the 366th FW Safety office; weekends and holidays are not business days.

• Federal Holidays: No services/work required on federal holidays.

• Student Vehicles: Students may bring their own motorcycles/scooters, which must be street legal, registered, insured, in safe operating condition, and have a full tank of gas. Instructors will inspect vehicles.

• Contractor Provided Motorcycles: Contractor can provide motorcycles up to 400cc for Basic I courses if needed.

• BRC I Content: Approximately 17 hours over three days (classroom and on-cycle instruction).

• Enhanced Street Skills Content: 6 hours (on-cycle instruction).

• Contract Employees: Must be fluent in English, present a neat appearance, and be easily identified. Must obtain base identification and vehicle passes. Cannot employ individuals deemed a threat or create a conflict of interest. Subject to recall for military reservists/National Guard.

• Security: Compliance with security, OPSEC, and antiterrorism requirements, including background checks, base access procedures, and AT awareness training.

• Environmental Controls: Adherence to hazardous material inventory, SDS requirements, material storage and use, spill notification, and waste disposal regulations.

• Historic Preservation: Coordination required to avoid adverse effects on historic properties.

• Contract Administration: Participate in administrative tasks, surveillance, and oversight.

• Interferences: Contractor shall not unduly interfere with government operations.

• Records Management: Create, handle, and maintain records as required.

• Access: Obtain base identification and vehicle passes for personnel. Comply with traffic laws. Prohibited from possessing weapons, firearms, or ammunition on installation. Specific requirements for personnel involved with firearms/ammunition handling.

The government intends to award a Firm Fixed-Price Single Award Indefinite Delivery, Indefinite Quantity (IDIQ) Contract. This is a Full and Open Requirement.

• Motorcycle Safety Training (Basic and Enhanced courses).

• Pricing is requested for a single class of 15 individuals per year.

• Contractor shall provide markings on the training area and vegetation control as needed. Mountain Home AFB will maintain bathrooms and provide classrooms.

• Contractor shall employ a quality control program to identify, prevent, and ensure non-recurrence of defective services.

• Any work found non-conforming shall be re-performed at no cost to the government.

• Enhanced Street Skills Content: 6 hours, focusing on braking, cornering, and confidence-building for emergency situations.

• Student Motorcycles: Must be street legal, currently registered, insured, in safe operating condition, and topped off with a full tank of gas. Instructors will inspect vehicles.

• Personnel Requirements: Contract personnel must be fluent in English, present a neat appearance, and be easily identified as contract employees. Base identification and vehicle passes are required. Personnel must not be a threat to installation safety or security. Off-duty military personnel may be subject to abrupt absence.

• Environmental Controls: Compliance with hazardous material inventory, safety data sheets, material storage, spill notification, and waste disposal regulations is required.

• Security: Compliance with base security measures, including identification checks and searches, is mandatory. Unit-specific OPSEC training is required within 90 days of assignment. A 100% shred requirement for government-related paper products using NSA approved devices is imposed.

Sources Sought Announcement

This is a Sources Sought Announcement for Motorcycle Safety Training services at Mountain Home AFB, ID 83648. The 366 Contracting Squadron (366 CONS) is conducting market research to identify potential sources capable of providing this training. This is NOT a solicitation, and no contract will be awarded based on this announcement.
