This is a combined synopsis/solicitation for commercial products or services for Motorcycle Safety Training, prepared in accordance with Federal Acquisition Regulation (FAR) part 12. The government requires this training as mandated by the U.S. Department of War. This announcement constitutes the only solicitation.

• Motorcycle Safety training as mandated by the U.S. Department of War.

• A detailed description of the requirement is provided in Attachment 1: Performance Work Statement (PWS).

• Contract Type: Firm-Fixed-Unit-Price.

• Period of Performance: Base Year (May 26 - Apr 26) with four Option Years (May 27 - Apr 27, May 28 - Apr 28, May 29 - Apr 29, May 30 - Apr 30).

• Place of Performance/Delivery: Cannon AFB, NM 88103.

• FOB Point: Destination.

• Guaranteed minimum for CLIN 0001 (Basic RiderCourse) is 1 student.

• Guaranteed minimum for CLIN 0002 (Basic RiderCourse2) is 1 student.

• Guaranteed minimum for CLIN 0003 (Advanced RiderCourse) is 1 student.

• The government's total liability is limited to the guaranteed minimum quantities unless orders for additional quantities are placed.

• Response Deadline: May 5, 2026, prior to 3:00 PM, Mountain Time.

• Questions Deadline: April 28, 2026, prior to 12:00 PM, Mountain Time.

• Offers must be submitted to the Points of Contact listed.

• Offerors must be registered in the System for Award Management (SAM).

• Required submission documents include: Quotation/Proposal conforming to Attachment 1, completed Pricing Worksheet (Attachment 2), completed Offeror Information & Certification (Attachment 3), and completed Conflict of Interest Statement (Attachment 4).

• Evaluation Factors: Technical (Acceptable/Unacceptable) and Past Performance (Acceptable/Unacceptable).

• Price will be evaluated in a two-step process: Total Evaluated Price (TEP) Calculation (Weighted Pricing) and Balanced Pricing Evaluation.

• The government intends to award a contract to the responsible Offeror whose offer is most advantageous, considering price and other factors.

• Total Small Business Set-Aside.

• NAICS Code: 611692, Automobile Driving Schools.

• Size Standard: $10.0M.

• Funds are not presently available; no award will be made until funds become available. The government reserves the right to cancel the solicitation.

• Offerors agree to hold prices firm for 60 calendar days from the response deadline.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide competent and experienced master instructors to ensure all affected operators receive U.S. Department of Defense (DoD) mandated Motorcycle Safety Foundation® (MSF) training at Cannon AFB.

• Provide management, personnel, equipment, supplies, transportation, tools, materials, and supervision for Motorcycle Safety Training Courses.

• Courses to be taught at Cannon AFB.

• All instructors must possess appropriate MSF certifications.

• Maintain active and valid Cannon MSF Rider Education Recognition Program (RERP) for the contract duration.

• Offer the following traffic safety courses (IAW Courses Table 1.3.1):

  • Basic Rider Course eP1x11 (Estimated Amount: 30)
  • Basic RiderCourse2 (BRC2) – Skills Practice (Estimated Amount: 40)
  • Advance RiderCourse (ARC) – Skills Practice (Estimated Amount: 40)

• Courses are for all US DoD personnel, including military, non-appropriated fund employees, military dependents, and contractor ID card holders, on a space-available basis.

• Contractor must supply all necessary equipment, including motorcycles for BRC eP1x11, MSF materials, and provide locks for government-provided conex storage.

• Class Size: Maximum 12 students for riding exercises (6:1 participant/trainer ratio).

• Reporting: Provide monthly memorandums on courses requested and completed.

• Scheduling: Develop and propose course schedules 60 days in advance.

• Rosters: Develop and maintain personnel rosters, signing in each attendee.

• Certifications: Maintain required MSF and Air Force traffic safety training certifications.

• Motorcycle Maintenance: Ensure training motorcycles are roadworthy and conduct T-CLOCS inspections prior to each course.

• Completion Certificates: Furnish evidence of completion, non-completion, or withdrawal within three days of course completion. Provide MSF completion cards.

• Place of Performance: USAF provided building at Cannon AFB, NM, and the Motorcycle Safety Foundation range at Cannon AFB, NM.

• Schedule: Offer courses during the riding season (March through November). Classes start at 0800.

• Instructor Qualifications: Must hold specific certifications (BRC eP1x11, BRCu/BRC2u, ARC).

• Security: Contractor personnel must be able to obtain and maintain security access to Cannon AFB.

• Physical Security: Responsible for safeguarding government equipment and property.

• Key Control: Implement methods to prevent loss or misuse of government-issued keys/key cards.

• Insurance: Provide proof of insurance (comprehensive collision, medical, general liability) meeting or exceeding minimum requirements.

• Holidays: Contractor will not perform services on recognized federal holidays.

• Hours of Operation: Schedule classes between 0800 – 1700.

• Cancellations: Provide 72 hours' notice for cancellations when possible; notify as soon as possible otherwise. Offer alternate training arrangements for makeup sessions.
