Scope of Work

- Basic RiderCourse2 (BRC2) – Skills Practice
- Advance RiderCourse (ARC) – Skills Practice
Training will be conducted at Cannon AFB, NM, for all US DoD personnel, military dependents, and contractor ID card holders. The contractor must supply necessary equipment, including motorcycles for BRC eP1x11, MSF materials, and provide locks for government-provided storage. Instructors must possess appropriate MSF certifications and maintain active Cannon MSF Rider Education Recognition Program (RERP) status. Courses are to be offered during the riding season (March through November).
Contract Details
- Contract Type: Firm-Fixed-Unit-Price
- Period of Performance: One Base Year (May 2026 - April 2027) and four Option Years.

- Guaranteed Minimums: 1 student for each of CLIN 0001 (BRC), CLIN 0002 (BRC2), and CLIN 0003 (ARC).

- Set-Aside: Total Small Business Set-Aside (FAR 19.5).
- Funding: Funds are not presently available; award is contingent upon fund availability. The government reserves the right to cancel.
Submission & Evaluation

Offerors must be registered in the System for Award Management (SAM).
- Evaluation Factors: Technical (Acceptable/Unacceptable) and Past Performance (Acceptable/Unacceptable). Price will be evaluated in a two-step process involving Total Evaluated Price (Weighted Pricing) and Balanced Pricing.
- Award Basis: Award will be made to the responsible Offeror whose offer is most advantageous to the government, considering price and other factors.
