Scope of Work
The contractor shall provide all management, personnel, equipment (including motorcycles for the Basic Rider Course eP1x11), supplies, transportation, tools, materials, and supervision to perform Motorcycle Safety Training Courses. All aspects of each course, as well as its instructors, must possess the appropriate Motorcycle Safety Foundation® (MSF) certifications. The contractor must also keep the Cannon MSF Rider Education Recognition Program (RERP) active and valid for the entire duration of the contract.
Courses to be offered include:
- Basic Rider Course eP1x11
- Basic RiderCourse2 (BRC2) – Skills Practice
- Advanced RiderCourse (ARC) – Skills Practice
Performance Standards
Key performance metrics include:
- Minimum of 30 registrations/walk-ins per year for Basic Rider Course eP1x11.
- Minimum of 40 registrations/walk-ins per year for Basic RiderCourse2 (BRC2) – Skills Practice.
- Minimum of 40 registrations/walk-ins per year for Advance RiderCourse (ARC) – Skills Practice.
- Courses are to be offered from February through October, with the riding season from March through November.
Place of Performance
- Classroom training will be conducted at a USAF provided building at Cannon AFB, NM.
- Rider training will take place at the Motorcycle Safety Foundation range at Cannon AFB, NM.
Special Requirements
- Instructors must be MSF certified for the specific courses taught.
- Contractor must supply all necessary equipment, including motorcycles for BRC eP1x11.
- Participants must wear DOT-compliant safety gear.
- Contractor personnel must be able to obtain and maintain security access to Cannon AFB.
- Contractor must provide proof of insurance.
- MSF course completion cards must be issued upon successful completion.
