Statement of Work (SOW) / Performance Work Statement (PWS)

To rent equipment for maintaining motorized trails to standard, in accordance with applicable TMO's.

• Rental of one Tracked loader, one mini excavator, and two trailers (one for each piece of equipment).

• Equipment should be approximately 9,000lb range.

• Equipment maintenance and care to be agreed upon in the rental agreement.

• Renter is liable for damage beyond "fair wear and tear".

• All charges will be invoiced and submitted for payment before payment is made; payments received after rental completion.

• Forest Service will operate equipment with certified trail equipment operators.

• Contract Time: May 1st to August 30, 2025.

• Forest Service will pick up and drop off equipment.

• Location: Medford-Park Falls, Great Divide Ranger Districts, Chequamegon-Nicolet National Forest, Wisconsin.

• Contractor must furnish equipment in working order with basic issue items (chains, binders) for moving/hauling equipment.

• Contractor is responsible for providing quality equipment in good working order.

• Equipment must have required safety equipment (spark arrestors, canopy, fire extinguisher) if applicable.

• Equipment must be free of seeds, soil, vegetative matter, and other debris that could contain or hold seeds at the beginning of operations, before being brought onto the National Forest.

• Equipment may need cleaning prior to acceptance by FS personnel.

• Contractor shall notify COR or field project coordinator of any issues.

This is a combined synopsis/solicitation for commercial items (RFQ) for Motorized Trail Equipment Rental for the Chequamegon-Nicolet National Forest. The U.S. Forest Service requires rental of a track loader, concrete buggy, and a mini-excavator with trailers for trail maintenance on approximately 130 miles of mechanized trails in the Great Divide and Medford Park Falls districts.

• Equipment to be used for trail maintenance.

• Period of performance: June 1, 2026, to September 30, 2026.

• Anticipated Award Type: Firm-Fixed Price contract with one (1) one-year base period.

• Quotes must be firm-fixed price and valid for at least 90 calendar days.

• Evaluation will be based on Technical, Past Performance, and Cost/Price. Technical and Past Performance combined are approximately equal to Cost/Price.
