Statement of Work (SOW) / Performance Work Statement (PWS)

To procure Motorola APX8500 mobile multi-band radios, including installation, software, and programming, for the Black Hills VA Health Care System (BHVAHCS) Fort Meade Medical Center ambulances.

• Purchase of specific Motorola APX8500 radio packages, including multiband mobile units, antennas, remote mount cables, and various software licenses (SmartZone, ASTRO Digital CAI OP, P25 Trunking, Multikey Operation).

• Includes dual E5 control heads for driver and medic stations, standard APX handmics, and necessary adapters.

• Requires installation, programming, and testing of all equipment.

• Vendor is responsible for offloading, unboxing, setup, and trash removal.

• Specific radio characteristics include multiband communication (VHF, UHF 1 & 2, 700/800, LTE SmartConnect), Multikey AES 256 encryption, and ADP.

• Installation must be performed by manufacturer-certified personnel.

• Equipment must be tested to verify operational status.

• Vendor must provide a completed VA Form 6550 for items connecting to the VA network or storing sensitive patient information.

• Delivery Schedule: Estimated between February 27, 2026, and March 30, 2026 (subject to change).

• Location: Fort Meade VAMC, 113 Comanche Road, Fort Meade, SD 57741.

• Installation and delivery to occur during normal business hours (0800-1530, Monday-Friday, excluding Federal Holidays).

• Brand Name or Equal requirement applies (FAR Clause 52.211-6).

• Vendor must coordinate delivery and installation with the VA POC and COR.

• Vendor is responsible for site visits to verify logistics and loading dock access.

• Delivery is FOB Destination.

• Vendor must provide a 3-year warranty on products, commencing after installation.

• Contractors must complete required training (TMS 20939) and comply with security and NARA privacy clauses (6500.6 Appendix C).

• Vendor must protect finished spaces from damage during installation and repair any damage caused.

• Purchase of specific Motorola APX8500 radio package items (4 units each unless otherwise specified).

• Includes multiband mobile radios, antennas, remote mount cables, software licenses (SmartZone, ASTRO Digital CAI OP, P25 Trunking, Multikey Operation), AES encryption, ADP, and control heads.

• Requires device installation, miscellaneous device parts/equipment, and Astro technical assistance.

• The requirement is for a brand name or equal product, referencing FAR Clause 52.211-6.

• Installation must be manufacturer certified.

• Equipment must be tested to verify operational status.

• Vendor must provide standard warranty terms, with a minimum of 1 year per VA policy, extending to 3 years post-installation.

• Vendor must warrant products against defects in material and workmanship.

• Delivery Schedule: Estimated delivery start date February 27, 2026, and end date March 30, 2026 (subject to change).

• Delivery Location: Fort Meade VAMC, 113 Comanche Road, Fort Meade, SD 57741. Specific delivery location to be confirmed post-award.

• Installation: To be coordinated with the COR at BHVAHCS.

• Delivery is FOB Destination.

• Vendor must coordinate delivery with VA Logistics Warehouse.

• Vendor must conduct a site visit to verify logistics and loading dock access.

• Delivery and installation during normal business hours (0800-1530, Mon-Fri, excluding Federal Holidays).

• Vendor responsible for offloading, uncrating, trash removal, setup, and testing.

• Vendor must provide CAD drawings and specifications for site prep if applicable.

• Vendor must provide a completed VA Form 6550 for items connecting to the VA network.

• Vendor must protect finished spaces and repair any damage caused during installation.

• Vendor must have a competent representative on-site during installation.

• Contractors must complete required training (TMS 20939) and comply with security and NARA privacy clauses (6500.6 Appendix C).

• Work must minimize interference with VAHCS operations and other contractors.

• Vendor must take precautions against damage or injury on active construction sites if applicable.

• Radios must communicate on VHF, UHF, 700/800, and LTE SmartConnect, with Multikey AES 256 encryption and ADP.

• Items will require programming.
