Statement of Work (SOW)

This Statement of Work (SOW) defines the effort required for the purchase, delivery, installation, performance verification, and training of two (2) Mounting Presses.

• Procurement of two (2) CitoPress 30 Mounting Presses.

• Each press must be capable of using multiple hot mount resins (powder and liquid) and mounting multiple samples concurrently.

• Presses must automatically apply load, heating, and cooling.

• Specific requirements include:

  • Two cylinders
  • Low mass mounting unit for fast heating and cooling
  • Built-in Hot Mounting Application Guide with automatic conversion of method parameters
  • Storage for 2 customized methods
  • Automatic detection of cylinder dimension
  • Display and touch pad controls
  • 1 x 100-240 V / 50-60 Hz power requirement
  • 3 preset cooling levels (Hi/Med/Lo)
  • Capable of handling delicate samples with preheat for mold cavities
  • Both presses must have a 1.25" ram and a 50mm ram.

• Includes two (2) each mounting units with cylinder diameter 1 1/4 inch.

• Includes two (2) each mounting units with cylinder diameter 50mm.

• Includes two (2) each CitoPress Sensitive Option for fragile/porous specimens.

• Delivery, Installation, Performance Verification, and Training to be conducted at Tinker Air Force Base, OK, Building (3001).

• Work hours are Monday through Friday, 0700 - 1500, excluding Federal Holidays, base closures, and furlough days.

• Contractor must provide Delivery, Offloading, Installation, Performance Verification, and Training.

• Contractor must ensure all services, parts, and components are in accordance with Original Equipment Manufacturer (OEM) specifications and this SOW.

• Government will provide power to the installation area; Contractor provides incidentals.

• Government will provide power, water, and air within 25 feet of the mounting presses.

• Contractor must demonstrate that the presses meet or exceed OEM specifications and SOW requirements during Performance Verification.

• Training for at least six (6) operators on-site for one day (four hours per day).

• Compliance with environmental, safety, and hazardous material regulations (including HAZMAT, HAZWASTE, SDS, labeling, discharges, and spills).

• Compliance with Foreign Object Damage (FOD) and Dropped Object Prevention training and procedures.

• Compliance with regulations regarding Privately Owned Vehicles (POV) and visitor passes.

• Notification to Government POC for foreign nationals performing services.

• Compliance with safety and health regulations on government installations.

• Combating Trafficking in Persons monitoring.

• Adherence to Commanders Safety Intent, Speak Up for Safety initiative, Communicating Hazards of Workplace (CHOW), and Emergency Procedures.

• Contractor shall provide Delivery, Offloading, Installation, Performance Verification, and Training.

• Contractor shall make necessary adjustments until the item is fully operational.

• Contractor shall provide written certification for each employee regarding FOD/DOP training within ten (10) business days after contract award.

• Contractor shall provide environmental training certificates within thirty (30) calendar days after contract award.

• Contractor shall provide a report for any spills within four (4) clock hours.

• Contractor shall provide HAZMAT/HAZWASTE certifications within ten (10) days after award.

• Contractor shall provide notice of intent for discharges ten (10) days after award.

• Contractor shall provide POTW correspondence ten (10) calendar days after contract award.

• Contractor shall provide SDSs and OC-ALC Form 152 ten (10) calendar days after contract award.

• Contractor shall provide training institution/company name and course description for approval ten (10) calendar days after contract award.

• Contractor shall contact Government POC seven (7) business days before arriving for visitor pass arrangements.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial items, issued as a Request for Quote (RFQ) under FAR Part 13. The Air Force Sustainment Center (AFSC/PZIMB) at Tinker Air Force Base, Oklahoma, intends to award a Sole Source, Firm-Fixed-Price contract for two (2) Mounting Presses. This announcement constitutes the only solicitation; written solicitations will not be issued. All responsible sources may submit a capability statement and proposal.

• Two (2) Mounting Presses.

• The vendor must provide adequate documentation verifying that the quoted item(s) meet the specifications/requirements detailed in the attached Statement of Work (SOW).

• Vendor must provide commercial product literature for all quoted items, showing authorization by the Original Equipment Manufacturer (OEM).

• Contract Type: Firm-Fixed-Price.

• Period of Performance: Not explicitly stated, but implied by the quotation due date.

• Vendors must "wet" sign, date, and fill in pricing and proposed delivery dates on page 2, and complete the Unit Pricing on page 3.

• Vendors must complete paragraph (b) of 52.212-3 if SAM registration has changed, or paragraphs (c) through (u) if not completed electronically.

• Failure to return 52.212-3 will affirm the vendor's SAM registration is current, accurate, and complete.
