Statement of Work (SOW)

The National Park Service (NPS) requires relocation and moving services for the "Easton Building" (15 State Street, Boston, MA). All current occupants must vacate, and their belongings relocated to various sites within the Boston metropolitan area, the Charlestown Navy Yard, and Philadelphia, PA.

The contractor will provide all labor, supervision, equipment, and services for moving. The work is divided into six Contract Line Item Numbers (CLINs) covering distinct tenant groups and destinations:

• CLIN 010: Move pre-labeled furniture and files for Boston NHP from multiple floors to Charlestown Navy Yard (Building 32) and 21 2nd Ave, Boston. Includes segregation and packing of some items on the 9th floor.
• CLIN 020: Transport approximately 150 pre-packed boxes for OCLP from the 6th floor to Philadelphia, PA.
• CLIN 030: Transport approximately 30 pre-packed boxes for NERO HR/Legislative Affairs from floors 5 & 7 to Philadelphia, PA.
• CLIN 040: Move approximately 70 boxes, 2 desks, 11 file cabinets, and other items for the DOI Solicitor's Office from the 8th floor to 5 Post Office Sq, Boston.
• CLIN 050: Pack and move library collections and furniture for Revolutionary Spaces from the 3rd floor to Wilmington, MA (library) and a TBD location within 10 miles of Boston (furniture/records). Includes disassembly/reassembly of a conference table.
• CLIN 060: Move art, signage, and furniture for Boston Harbor Now from the 9th floor to a TBD location within 10 miles of central Boston. Requires careful handling of fine art.

• Work must be performed professionally and without damage to Government property, building infrastructure, or tenant items.

• Contractor is liable for any damage caused.

• Personnel handling fine art must be trained in fine art transport.

• Period of Performance: July 20, 2026, through September 20, 2026 (estimated 60 days for completion).

• Origin Site: 15 State Street (Easton Building), Boston, MA 02109.

• Destination Sites: Multiple locations in Boston, MA; Philadelphia, PA; and Wilmington, MA, as detailed by CLIN.

• Site Visits: Prospective offerors are strongly encouraged to visit 15 State Street and Building 32.

• Parking: Contractor is solely responsible for obtaining all necessary City of Boston parking and street occupancy permits at their own expense.

• Insurance: Minimum required coverages include Commercial General Liability ($1M/$2M), Automobile Liability ($1M), Workers' Compensation, and Cargo/Moving Insurance.

• Coordination: Contractor must coordinate move schedules and delivery windows with the Contracting Officer's Representative (COR) and building managers, providing advance notice.

• Inventory: Joint verification of items before moves and signed receipts upon delivery are required.
