This document outlines the specifications for mowing services required for public use areas, dikes, and other areas on project lands at the Chouteau and Newt Graham Projects.

• Mowing of various areas including improved areas, lawn areas, semi-improved areas, dike and ponding areas, and trimming.

• Specific height requirements for different types of areas (e.g., 2-6 inches for improved areas, 3-8 inches for semi-improved areas, 4-8 inches for dikes/levees, 2-4 inches for lawn areas).

• Mowing of areas adjacent to roads, parking areas, oxidation ponds, and around toilets.

• Cleanup of rocks, debris, vegetation, and clippings from paved surfaces and facilities.

• Contractor may apply approved herbicides in lieu of trimming, subject to COR approval.

• Smooth cut with specified height maintained.

• No uncut vegetation or scalping of grass.

• No damage to trees or shrubs.

• No vegetation or debris left on paved surfaces.

• Performance will be evaluated based on compliance with Performance Standards (PStds) outlined in Exhibit 1.

• Mowing work to be performed between April 15 and October 15.

• Work in parks to be performed between 7:00 a.m. and 8:00 p.m.

• Mowing of all areas at each location must be completed before moving to another location.

• Work is to be performed on project lands at Chouteau and Newt Graham Projects.

• Contractor must provide personnel experienced in mowing and supervision.

• Equipment must be in good operating condition and comply with EM 385-1-1.

• Tractors require specific safety features including rollover protection, guards, and seat belts.

• Mowers must be commercial rotary-type or flail-type.

• Contractor must establish and execute a Contractor Quality Control (CQC) Program.

• A comprehensive safety plan, including job hazard analysis, must be furnished.

• Personnel must comply with Antiterrorism and Operations Security Requirements.

• Contractor must submit a Safety Plan, Job Hazard Analysis, and Exposure Reports.

• Invoices must be submitted monthly in the format shown in Exhibit 5.

• Mowing of public use areas, project office complex, dikes, and other areas on project lands.

• Specific areas include improved areas, lawn areas, semi-improved areas, levee/dike/ponding areas, and trimming.

• Mowing is to be performed between April 15 and October 15.

• Work in parks is permitted between 7:00 a.m. and 8:00 p.m.

• Mowing of all areas at a location must be completed before moving to another location.

• Contractor must ensure grass and ground are dry enough for smooth cutting and to prevent rutting.

• Improved Areas: Maintained between 2-6 inches, no uncut vegetation.

• Lawn Areas: Maintained between 2-4 inches.

• Semi-improved Areas: Maintained between 3-8 inches.

• Dikes and Levees: Maintained between 4-8 inches.

• Trimming: Uniform cut, no damage to trees/shrubs, no scalping.

• Cleanup: No vegetation or debris left on paved surfaces.

• Performance will be evaluated based on these standards.

• Personnel: Experienced personnel, on-site supervisor with full authority, designated alternates.

• Equipment: Must be in good operating condition, comply with EM 385-1-1. Specific requirements for tractors (PTO speed, seat belts, guards, rollover protection) and mowers (rotary/flail type, safety features).

• Safety: Comprehensive safety plan required, including job hazard analysis, personal protective equipment, accident reporting, and exposure reports. Compliance with EM 385-1-1 is mandatory.

• Quality Control: Contractor must establish and execute a CQC program. Quality control inspection logs must be submitted weekly.

• Submittals: Safety Plan, Job Hazard Analysis, Exposure Report Form, Names of supervisor/alternate.

• Billing: Invoices submitted monthly for completed, inspected, and approved work. Exposure reports must be submitted before invoices are processed.

• Changes: Contract price may be adjusted for significant changes in the amount of facilities serviced.

Sources Sought Synopsis

This is a market survey announcement by the U.S. Army Corps of Engineers – Tulsa District to gauge industry interest and capabilities for Mowing Services at Fort Gibson, Chouteau, & Newt Graham Projects. This is NOT a solicitation for quote, and no contract will be awarded from this synopsis. The government is seeking information to determine the type of set-aside decision for a future competitive, firm-fixed-price contract.

The contract will involve mowing public use areas, project office complex, dikes, and other areas at Fort Gibson Lake, Chouteau, and Newt Graham projects. Specifically, Fort Gibson requires mowing of 322 acres, and Chouteau and Newt Graham require mowing of 115 acres.

The synopsis aims to identify interest and capabilities from various small business categories, including Section 8(a), Historically Underutilized Business Zones (HUB-Zone), Service-Disabled Veteran-Owned Small Business (SDVOSB), and Women-Owned Small Business (WOSB). These businesses are highly encouraged to participate to ensure adequate competition.

Interested firms must respond to this Sources Sought Synopsis no later than 2:00 PM CT on April 13, 2026. Responses are limited to 5 pages and must include:

• Firm's name, address, point of contact, phone number, and email address.

• Firm's interest in quoting on the future solicitation.

• A brief description of the firm's capability to perform the work, including at least 3 examples of comparable past projects (detailing project description, customer name, timeliness of performance, and dollar value).

• Firm's Business Size (8(a), HUBZone, SDVOSB, or WOSB).

• Firms must be registered in SAM.gov to be eligible for award of Government contracts.

• The North American Industry Classification System (NAICS) code is 561730, Landscaping Services, with a small business size standard of $9.5M.

• The "Limitations on Subcontracting" clause (RFO 52.219-14) applies, requiring firms to perform at least 50% of the contract value themselves (excluding materials) with similarly situated entities.

• Prior Government contract work is not required to respond.

• An official synopsis with the solicitation number will be issued on SAM.gov later.
