Statement of Work (SOW) / Performance Work Statement (PWS)

• Service period: April 1st through March 31st of the following year.

• Mowing and trimming services are "as-ordered".

• Work hours: Monday through Thursday, Sunrise to Sunset.

• Work not permitted on Saturdays, Sundays, and holidays unless waived in writing.

• Services to be performed at Lucas Park, Minooka Park, and Marshall Cove, Wilson Lake, KS.

• Insurance: Required Worker's Compensation, Employer's Liability, and General Liability coverage.

• Quality Control: Contractor must designate an on-site representative for each work crew.

• Quality Assurance: Government has the right to inspect and test services.

• Safety: Contractor must have an approved Accident Prevention Plan in accordance with EM 385-1-1.

• Contractor Furnished Equipment: All equipment must be approved by the Contracting Officer.

• Contractor Personnel: Must be fully clothed, clean, neat, and exhibit tact, diplomacy, and courtesy.

• Security: Contractor shall safeguard keys and open/close gates as required.

• Bidders are encouraged to visit and inspect all areas prior to bidding.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial services, issued as a Request for Quote (RFQ), for FY26 ODF-W REC Mowing Services for LU, MN, and MC. The U.S. Army Corps of Engineers, Wilson Project, is procuring mowing and trimming services for public use areas.

• Provide all manpower, equipment, fuel, tools, supervision, and other items necessary for mowing and trimming of public use areas.

• Services include mowing and trimming of parks, roadways, trails, and other designated areas.

• Specific areas include Lucas Park (approx. 73.5 acres), Minooka Park (approx. 72 acres), and Marshall Cove (approx. 17.5 acres).

• Mowings are anticipated as follows: 12 per season for Lucas and Minooka Parks, and 6 per season for Marshall Cove.

• Time allowed for completion of required service: 1.5 hours for Lucas and Minooka Parks, and 0.5 hours for Marshall Cove.

• The estimated acreage is considered high; contractors must satisfy themselves of the acreage acceptability prior to bidding.

• The contract period covers three seasons: Season 1 (1 April 2026 - 31 March 2027), Season 2 (1 April 2027 - 31 March 2028), and Season 3 (1 April 2028 - 31 March 2029).

• Pricing Arrangement: Firm Fixed Price for base year and option years.

• The solicitation incorporates FAR clauses in effect through Federal Acquisition Circular (FAC) 2025-06.

• Offers are due by 06 February 2026, 12:00 PM local time.
