Mowing & Trimming Services at Thomson Causeway Recreation Area

This solicitation is for mowing and trimming services at the Thomson Causeway Recreation Area, Thomson, Illinois, for the U.S. Army Corps of Engineers, Rock Island District. The services are required for a recreation season.

• Mowing and trimming services for approximately 30 acres.

• Mowing height to be maintained between 3" – 4".

• Use of chemical agents for weed and grass control is strictly prohibited.

• Mowing and trimming boundaries to be verified weekly, Monday-Thursday between 7:00 a.m. and 8:00 p.m. Mowing and trimming are not permitted on Fridays, Saturdays, Sundays, and Federal Holidays, unless approved otherwise.

• Removal of lawn debris (sticks, branches) and litter/garbage prior to mowing/trimming.

• Mowing operations are not to be performed in wet conditions that could cause rutting or damage turf.

• Cut vegetation must be kept off paved roads, walkways, picnic shelters, restrooms, camp pads, and boat ramps.

• Trimming is required in areas inaccessible to large mowing machines, including around obstacles like guard posts, trees, garbage cans, etc.

• All work must be performed to minimize inconvenience to the public; facilities shall remain open.

• Contractor must provide all labor, supervision, materials, supplies, transportation, and fuel.

• Contractor must provide own Personal Protective Equipment (PPE).

• Equipment must be safe, compliant with Corps of Engineers Safety and Health Requirements Manual, and have required safety protection.

• Contractor must maintain a cellular phone with voice mail.

• The contract will be awarded on a lump sum price basis.

• The contract includes a base period and four (4) option periods.

• Base Period: April 20, 2026 – April 19, 2027

• Option Period I: April 20, 2027 – April 19, 2028

• Option Period II: April 20, 2028 – April 19, 2029

• Option Period III: April 20, 2029 – April 19, 2030

• Option Period IV: April 20, 2030 – April 19, 2031

• Work Schedules (Cleaning/Refuse) are provided for each period, generally from late April to late September.

• Prevailing Wage Rates will apply.

• Offerors must quote on all items and entire quantities.

• Quotes not complying with requirements may be rejected.

• Award will be made to the responsible Offeror whose offer is most advantageous to the Government at the lowest price.

• Offerors must complete and return the first page of the solicitation, including CAGE code, contact information, and signature, as well as the Schedule of Prices.

• A pre-work meeting is mandatory.

• Site visits are highly encouraged.

• This acquisition is set aside for Small Business (100%).

• Size Standard: USD 9,500,000.00

• Required insurance includes Workmen's Compensation, Employer's Liability, General Liability/Bodily Injury, and Automobile Liability.

• Contractor personnel are subject to search and must comply with Force Protection Condition (FPCON) and Health Protection Condition (HPCON) measures.

• Contractors shall not carry firearms on Government property.

• Sustainability requirements include EPA Designated (CPG), Bio-based, and Energy Star products.

• A Wage Determination is included, outlining required fringe benefits and wage rates for various occupations.
