Justification for Sole Source
Hydraulics International Inc. (HII) was identified as the Original Equipment Manufacturer (OEM) and the only firm possessing the necessary knowledge, components, tooling, and integration expertise for these specific hydraulic power supply units. The government does not own the item drawings or sufficient engineering data. Pursuing alternative sources would lead to significant new engineering, integration, design, and testing, resulting in duplicated costs and unacceptable delays that would negatively impact MQ-4C mission readiness.
Efforts to Solicit Other Offers
Market research was conducted, including posting a Request for Information (RFI) on SAM.gov on April 8, 2025, and a pre-solicitation synopsis on SAM.gov on April 24, 2025. No responses were received for either notice.
Future Competition
At present, there are no plans to compete future contracts for these supplies/services. NAWCAD LKE will assess the feasibility of competition if another potential source emerges.
