The Naval Air Systems Command (NAVAIR) awarded a sole-source IDIQ contract to Global Air Logistics and Training, Inc. (GALT) for the production SkyTower II (STII) systems to support Marine Air-Ground Task Force (MAGTF) UAS Expeditionary Medium Altitude Long Endurance (MUX/MALE) operations, and associated logistics and engineering support. This procurement includes all peculiar support equipment, installation kits and labor, operator and maintainer training data, OEM reach back for installation support, and support systems (IT) required to operate the STII system. Additionally, integration of all MUX MALE capabilities including the Air Vehicle (AV), Secure Mission Control Environment (SMCE), and Ground Control Stations (GCS) will be procured to ensure the platform is operating as a system of systems. This IDIQ contract includes a 5-year ordering period.
The awarded action is for supplies and services for which the Government solicited and negotiated with only one source under the authority of 10 U.S.C.2304(c)(1) and FAR 6.302-1, “Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements.” The determination by the Government not to compete this effort was solely within the discretion of the Government.
