• Site Visit: A site visit is scheduled for May 18, 2026, from 1:00 PM to 2:00 PM CDT at the MS Sandhill Crane NWR. Contractors must RSVP by email to Christina_Mann@fws.gov at least 24 hours prior.

• Questions Deadline: Questions must be submitted in writing via email to Christina_Mann@ios.doi.gov by 9:00 AM CDT on May 21, 2026.

• This Request for Quotation (RFQ) is set aside for small business concerns.

• A preconstruction conference may be held.

• The contract requires performance and payment bonds.

• The estimated construction contract price ranges between $100,000.00 and $250,000.00.

Statement of Work (SOW) / Performance Work Statement (PWS)

This SOW details the repair and replacement of windows and surrounding materials at the MS Sandhill Crane National Wildlife Refuge Visitor Center, prioritizing areas with water and termite damage.

• Base Requirement (Tasks 1-3): Remove storm shutters and repair water and termite damage to windows and surrounding walls. This includes inspecting and repairing/replacing compromised framing, drywall, and molding. Specific focus on Room B (windows 2, 3, 4), Room G (windows 10, 11, 12), and Room I (windows 14, 15, 16) which has significant termite damage.

• Task Options (4-10): Optional replacement of windows and repair of water damage in remaining areas (Rooms J, H, F, C, D, E, A).

• General Tasks: Project mobilization/demobilization, management, construction, quality control, and debris removal.

• All work must comply with local building codes and industry standards.

• Windows must meet specific energy efficiency (U-Factor < 0.32, SHGC < 0.23) and hurricane standards (ASTM E1996-17, Missile Level D or better).

• Bird-safe design features are required, following American Bird Conservancy guidelines.

• Materials must be termite-resistant where applicable.
