Justification for Other Than Full and Open Competition

The award was justified under 10 U.S.C. § 3204(a)(1) and FAR 6.302-1(a)(2) due to limited responsible sources. L3 Harris and L3 Technologies are the Original Equipment Manufacturers (OEMs) with proprietary rights to the MPCMS and related systems. Sea Wrench, LLC, is an MSC-certified non-OEM with proven expertise in other automation and machinery control systems. Awarding to other sources would result in significant duplication of cost and unacceptable delays.

Future Competition
