Scope of Work
The contractor(s) will provide all personnel, management, operational and technical support (ashore and afloat), equipment, tools, and supplies necessary to operate and maintain assigned vessels to MSC standards. This includes manning vessels with qualified U.S. Contract Mariners (CONMARs), ensuring compliance with U.S. Coast Guard (USCG) and American Bureau of Shipping (ABS) rules, and managing all planned and unplanned maintenance, including dry-docking availabilities. The location of performance is worldwide.
Proposed Contract Structure
The government is considering a multi-pool IDIQ structure to maximize competition:
- Pool 1: Small Business Set-Aside: For vessel platforms operated by small businesses.
- Pool 2: Full and Open Competition: For O&M of large, unique, and/or highly complex mission platforms.
- Pool 3: DP2 Certification Required (Full and Open Competition): For O&M of vessels requiring Dynamic Positioning 2 (DP2) certification.
- Pool 4: Force Generation & Surge Support: For short-notice surge requirements, open to contractors awarded under Pools 1, 2, or 3.
Contract Details
- Contract Style: Multiple Award IDIQ, primarily Firm-Fixed Price (FFP) Task Orders, potentially with award fee provisions and pass-through elements.
- Period of Performance: One 12-month base period and nine 12-month option periods (estimated September 10, 2028 - September 09, 2038).
