Statement of Work (SOW) / Performance Work Statement (PWS)

To provide scheduled use of a shooting range in the San Diego area for the Military Sealift Command (MSC) to conduct small arms training for Civilian Mariners (CIVMARs) and Contract Mariners (CONMARs). This training is required annually to fulfill vessel competency, manning, and security force requirements.

• Provide a shooting range (indoor or outdoor) suitable for training with 7.62mm, 5.56mm, 9mm, and 12GA small arms.

• The range must comply with Naval Occupational Safety and Health regulations (OPNAV 5100.23 series).

• For indoor ranges, adequate local exhaust ventilation is required to manage lead particulate levels.

• The contractor must allow periodic inspections, including lead monitoring.

• Provide services for three (3) hours per range day, three (3) range days per week, as per the schedule.

• The range must accommodate standing, kneeling, and prone shooting positions for rifles, and standing/kneeling pistol draws from a holster. Shotgun firing should allow for various shooting stations and movement.

• The range must have clear lines of fire at distances of 3, 7, 10, 15, and 25 yards, with a minimum of eight (8) shooting lanes and adequate space for safety and instructional personnel.

• Classes are limited to a maximum of 24 students.

• Provide a Public Address (PA) speaker system and potable water.

• Provide bathroom facilities on site.

• Ensure contract spaces are cleaned prior to each use and provide trash receptacles.

• Atmospheric levels of lead particulate must not exceed the Permissible Exposure Limit (PEL) for indoor ranges.

• Range must be free of obstructions and capable of establishing clear lines of fire.

• Period of Performance: Base Year (April 1, 2026 - March 31, 2027) with four (4) option years and a potential six-month extension.

• Place of Performance: Within 15 driving miles of MSC's Balboa Avenue Training Site (BATS), San Diego, CA 92123.

• MSC will provide weapons, ammunition, and Small Arms Marksmanship Instructor (SAMI) qualified personnel.

• MSC is responsible for picking up and disposing of spent brass cartridges.

• The vendor is responsible for the safety of all personnel and property, and compliance with all applicable laws and regulations.

• The government will evaluate offers by adding the total price for all options to the total price for the basic requirement.

• Offerors must complete Unit Prices and CLIN Total Amounts in the CLIN pricing table and include the Total Price inclusive of all CLINs.

• Offerors agree to hold prices firm for 60 calendar days from the offer receipt date.

• This acquisition is set aside for Small Business.

• The solicitation incorporates FAR clauses related to small business set-asides and limitations on subcontracting.

• The solicitation includes numerous FAR and DFARS clauses, including those related to System for Award Management (SAM), payment instructions via Wide Area WorkFlow (WAWF), and prohibitions on certain telecommunications equipment.
