Rationale for Sole Source
The Port Hub's inoperability has rendered the USNS Rappahannock unable to get underway, severely impacting its readiness for primary missions. This C4 CASREP condition signifies the highest urgency level. BJPC is the OEM and the only known source possessing the proprietary technical data, drawings, specialized tools, and expertise essential for these critical safety items. Utilizing any other entity would result in substantial duplication of costs for the Government. Market research has consistently shown historical sole-source awards to BJPC for similar services on T-AO 187 Class vessels.
