Solicitation / RFP / RFQ

This solicitation is for Cook/Food Services for U.S. Government at the U.S. Embassy Bishkek for Marine Security Guards (MSGR). The contract will be for a one-year period with four one-year options to renew.

• Furnish all managerial, administrative, and direct labor personnel.

• Schedule cooking and serving to provide three meals daily (Monday-Saturday). No physical presence required on Sundays, but three meals must be prepared in advance.

• Clean kitchen, dishes, and appliances after each meal.

• Provide daily cooking and serving requirements as detailed in Attachment 1.

• Develop and implement a DOS-approved food services support program.

• Maintain a standard of service equal to or better than quality commercial food service operations.

• Utilize environmentally friendly cleaning products and implement waste minimization.

• Provide excellent customer service; staff must be knowledgeable, pleasant, and greet customers respectfully.

• Adhere to World Trade Organization recognized Codex Alimentarius for food standards.

• Develop and maintain a Food Service Safety Program.

• Train staff in National Restaurant Association ServSafe food handling procedures.

• Provide cleaning services for the MSGR kitchen and dining areas.

• Implement and maintain a Food Service Management System for accountability and inventory.

• Provide food provisioning and storage services.

• Maintain a minimum 30-day supply of frozen, canned, and/or dry foods.

• Develop and update an emergency food supply plan.

• Deliverables include: General Instructions, List of Personnel, Evidence of Insurance, Licenses and Permits, Transition Plan, Menu Waste Report, Menu Metrics, Hazard Analysis and Critical Point (HACCP) Plan, Illness Reports, Food Storage Catalogue, Reporting Plan, Risk Management Plan, Quality Control Plan, Food concession, food, and water inspection SOPs, Vulnerability Assessment, KPI Reporting, Food Service Operation Uniform plan, and Health, Safety and Environment Plan.

• Contract Type: Fixed Price

• Period of Performance: 1 base year with 4 option years.

• Offerors must submit a completed solicitation, including SF-1449 cover page and Section 1.

• Include Defense Base Act (DBA) insurance premium costs.

• Provide evidence of ability to perform, including liaison name, business establishment details, SAM registration, past performance, personnel/equipment/financial resources, and a strategic plan for Cook/Food services.

• Submit written questions by 17:00 pm April 23, 2026.

• Evaluation will be based on lowest priced, technically acceptable offeror who is a responsible contractor.

• Evaluation factors include: Compliance Review, Technical Acceptability, Price Evaluation, and Responsibility Determination.

• The acquisition is unrestricted.

• Groceries are not part of the contract but must be purchased by the Contractor.

• Value Added Tax (VAT) is not included in CLIN rates and will be priced as a separate Line Item.

• Government furnished property/equipment will be provided (Attachment 2).
