Scope of Work
The contractor will furnish all managerial, administrative, and direct labor personnel to provide comprehensive food services. Key responsibilities include:
- Preparing and serving three meals daily (Monday-Saturday), with advance preparation for Sundays.
- Maintaining cleanliness of the kitchen, dishes, and appliances after each meal.
- Developing and implementing a DOS-approved food services support program, adhering to commercial quality standards and the World Trade Organization recognized Codex Alimentarius.
- Establishing and maintaining a Food Service Safety Program, including training staff in National Restaurant Association ServSafe food handling procedures.
- Providing cleaning services for the MSGR kitchen and dining areas.
- Implementing a Food Service Management System for accountability and inventory.
- Managing food provisioning, storage, and maintaining a minimum 30-day supply of frozen, canned, and/or dry foods, along with an emergency food supply plan.
Deliverables encompass various plans (e.g., HACCP, Risk Management, Quality Control), reports, and Standard Operating Procedures (SOPs).

Submission & Evaluation
Offerors must submit a completed solicitation, including SF-1449, Section I (Pricing), and additional information as required in Section 3. Required submissions include:
- Defense Base Act (DBA) insurance premium costs.
- Evidence of ability to perform, such as a local Registration Certificate for business operation in Kyrgyzstan.
- A bank statement covering the most recent six-month period to demonstrate financial resources.
- A statement confirming intent to procure Third-Party Civil Liability Insurance upon contract award, including the selected provider's name.
- SAM registration, past performance, personnel/equipment/financial resources, and a strategic plan for Cook/Food services.
Evaluation will be based on the lowest priced, technically acceptable offeror who is a responsible contractor. Factors include Compliance Review, Technical Acceptability, Price Evaluation, and Responsibility Determination.
Additional Notes
Groceries are to be purchased by the Contractor and are not part of the contract. Value Added Tax (VAT) will be priced as a separate Line Item.
