This document provides responses to vendor questions regarding the RFQ for culinary services at the Embassy.

• US-based Chef: Permitted, provided all personnel meet Embassy security requirements, including background checks (expected to take 30 days). Contractor is responsible for submitting personnel data and ensuring compliance with local labor laws.
• Rotating Culinary Personnel: During the first 180 days, substitutions of key personnel are only allowed due to illness, death, or termination, requiring notification to the Contracting Officer within 5 days. After 180 days, substitutions require advance notice, justification, and COR approval.
• Kitchen Photos: The RFQ provides a list of government-furnished equipment, and a site visit was scheduled for viewing facilities.
• Dietary Restrictions: The menu must accommodate a variety of dietary needs (health, cultural, religious) and comply with Dietary Guidelines for Americans. Individual dietary information per service member is not provided; the contractor is expected to offer menu options for various requirements.
• Subcontracting Local Personnel: Permitted. The contractor is responsible for compliance with local labor laws, obtaining licenses/permits, and ensuring all subcontracted personnel meet security and qualification requirements. Subcontracted personnel data must be submitted for security checks.

These clarifications do not appear to alter the core requirements or submission deadlines of the original RFQ, but bidders should ensure their proposals account for these details regarding personnel, security, and subcontracting.

Solicitation / RFP / RFQ

This solicitation is a Request for Quotations (RFQ) for MSG Detachment Cook Services at the U.S. Embassy Georgetown. The U.S. Government intends to award a contract/purchase order to the responsible company submitting an acceptable offer at the lowest price.

• Furnishing all labor, material, equipment, and services for food services for the U.S. Embassy Georgetown Marine Security Guards.

• Scheduling and performing cooking and serving requirements for meals daily, Monday through Friday.

• Cleaning the kitchen, dishes, and appliances after each meal, meeting or exceeding industry standards for food service sanitation and safety.

• Providing managerial, administrative, and direct labor personnel.

• Contract Type: Fixed-price.

• Period of Performance: Base period of one year from the date of contract award, with four one-year options to renew.

• Quotations are due by March 23rd, 2026, at 14:00 hrs.

• Proposals must be in English and submitted electronically to GeorgetownGSOProcurementDL@state.gov.

• Submission format: MS-Word 2007/2010, MS-Excel 2007/2010, or Adobe Acrobat (pdf) file format. File size must not exceed 30MB per email.

• Required documents for quotation consideration: SF-1449, Section I (Pricing), Section 5 (Representations and Certifications), additional information as required in Section 3, and Proof of SAM Registration.

• Evaluation: Award will be made to the lowest priced, technically acceptable offeror/quoter who is a responsible contractor.

• Offerors must be registered in the SAM (System for Award Management) database prior to submittal of their offer/proposal.

• A pre-quotation conference will be held on March 4th, 2026, at 10 AM at the Marine Security Residence 28 Bel Air Gardens, Georgetown, Guyana. Contact GeorgetownGSOProcurementDL@state.gov for information or to arrange entry.

• Value Added Tax (VAT) is not applicable as the U.S. Embassy has a tax exemption certificate.

Solicitation / RFP / RFQ

This is a pre-solicitation notice for MSG Detachment Cook Services at the U.S. Embassy in Georgetown, Guyana. The Embassy will launch the formal solicitation on SAM.gov when it is available. The government is procuring food services.
