Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) details the requirements for the "Building 4 Wiring and Conduit Replacement Project" for the Mine Safety and Health Administration's (MSHA) Approval and Certification Center (A&CC) in Triadelphia, West Virginia. The primary objective is to remove existing wiring and modify/install additional conduit, junction boxes, and new wiring.

• Removal Tasks: Includes removing existing 500mcm wire and associated conduit, disconnecting and removing old wiring, capping abandoned underground conduit, and removing conduit and fittings at low wall penetrations to facilitate new installations.

• Installation Tasks: Involves furnishing and installing all necessary conduit for power and control wiring from the power source to motor and control devices. This includes providing appropriately sized copper wire for a 100 HP motor, considering factors like ampacity, voltage drop, number of conductors, and ambient temperature.

• Disconnect Switch Installation: Installing a new disconnect switch with adequate ratings and properly connecting it to the power supply and motor.

• Control Wiring: Installing all necessary control wiring for the motor based on the specified control scheme, ensuring proper routing, termination, and labeling.

• Testing and Startup: Performing continuity and insulation resistance tests, verifying motor rotation direction, conducting a test run at low load, and ensuring proper operation of safety and emergency control devices.

• Period of Performance: May start within 10 days after notice to proceed, with work to be completed within 45 days of the start date. The government reserves the right to extend the contract term.

• Place of Performance: MSHA's Approval & Certification Center, 596 Technology Drive, Triadelphia WV 26059.

• Quality Control: Contractor must develop and maintain an effective quality control program to ensure services meet SOW requirements. The Quality Control Plan must be delivered within 10 days after contract award.

• Hours of Operation: Work is to be performed between 8:00 a.m. and 4:30 p.m., Monday through Friday, excluding Federal holidays or facility closures.

• Safety Precautions: All work must be performed by qualified and licensed electricians, adhering to lockout/tagout procedures, using appropriate personal protective equipment (PPE), ensuring secure electrical connections, and maintaining a clean work area.

• Compliance: Work must comply with NFPA, OSHA, NEC guidelines/regulations, Davis Bacon wage determination, and industry best practices, including the latest edition of the National Electrical Code and NFPA 70.

• Key Personnel: A Contract Manager and an Alternate Contract Manager are considered key personnel and must be available during operating hours.

• Contract Type: Firm-fixed price contract anticipated.

• Government Furnished Items: The government will provide facilities, restrooms, break areas, smoking areas, workspace, desk space, telephones, and computers.
