Quick Summary

The U.S. Department of Labor, Mine Safety and Health Administration (MSHA), through the Office of the Senior Procurement Executive, has issued a Request for Quotation (RFQ) for Self-Contained Self-Rescuers (SCSRs) and the disposal of existing units. This procurement ensures the safety of MSHA mine inspectors and compliance with federal regulations. Quotes are due by April 3, 2026, at 9:00 AM ET.

Scope of Work

MSHA requires SCSRs for its mine inspectors for use in underground mines, as mandated by 30 CFR part 75 subpart R section 75.1714-1. These devices provide breathable air in emergencies involving contaminated environments. Key requirements for the SCSRs (CSE Corporation's SRLD Model SRLD or equal) include:

  • Physical Specifications: Belt wearable, NIOSH and MSHA approved, rated duration of 60 minutes or greater.
  • Service Life: 5-year carried service life and 10-year permanent storage service life.
  • Environmental Resilience: Must withstand temperatures from -20°F to 150°F, up to 100% humidity, and barometric pressure from 700 to 1,300 hPa.
  • Ergonomics: Critical for MSHA inspectors who work in tight spaces (less than 30 inches high) and carry significant equipment (45+ lbs). SCSRs must be 8.5 x 6 x 4.25 inches or smaller, weighing 5lb 14oz or lighter (carried) and 5lb 1oz or lighter (deployed).
  • Disposal: The contractor will also be responsible for the disposal of 554 existing SCSR units.

Contract Details

  • Contract Type: Firm Fixed Price Delivery Order.
  • Period of Performance: Delivery of new SCSRs within 30 Days After Receipt of Order (ARO). Disposal of old units within 30 days after new unit delivery.
  • Set-Aside: This is not a Small Business Set-Aside.
  • Place of Performance: Multiple MSHA district delivery and disposal addresses.

Submission & Evaluation

  • Submission Deadline: Friday, April 3, 2026, at 9:00 AM ET.
  • Submission Method: Via email to the Contracting Officer (CO) and Contract Specialist (CS).
  • Quote Validity: Prices must be held firm for 90 days from the quote receipt date.
  • Evaluation Criteria: Award will be made to the responsive, responsible Vendor with the Lowest Priced Technically Acceptable (LPTA) offer. Technical evaluation will ensure compliance with minimum specifications, and price will be assessed for completeness, accuracy, reasonableness, and adherence to GSA Schedule prices.
