This acquisition is being pursued on a sole-source basis because GE Aviation Systems, LTD is the original developer and manufacturer of the Common Electronic Stand-By Indicator (CESI) and retains all data rights. They are identified as the only company with the necessary ability, resources, technology, and documentation to modify, develop, produce, maintain, and support this system.
