This is a follow-up notice to the SAM.gov notice originally posted on June 5, 2025. Companies with a Master Ship Repair Agreement (MSRA) and/or Agreement for Boat Repair (ABR) certification issued by NAVSEA prior to September 30, 2025, are hereby cancelled unless your company received separate notification that your agreement remains in place while your application for a new MSRA/ABR has been adjudicated.
CNRMC issued a revision to its Instruction (now CNRMCSINST 4280.1B) for Master Agreement for Repair and Alteration of Vessels, MSRA/ABR on 30 MAY 2025. The instruction revises the MSRA/ABR Tier structure, location, technical and facility requirements and provides further clarification regarding certification and renewals. New MSRA/ABR applications, in accordance with the revised 2025 instruction, were due to the CNRMC MSRA/ABR Program Manager no later than 90 days after the June 5, 2025, SAM.gov public notice.
