Quick Summary

The United States Marine Corps (USMC), Marine Corps Systems Command (MCSC), through Product Manager Maintenance and Support Systems (PdM MSS), has issued a Sources Sought/Request for Information (RFI) for deployable shelters. This market research aims to identify proven, 20-foot Convention for Safe Containers (CSC) certified, International Organization for Standardization (ISO) format structures capable of Temporary/Tactical Sensitive Compartmented Information Facility (T-SCIF) and Temporary/Tactical Special Access Program Facility (T-SAPF) accreditation. Responses will inform the Government's acquisition strategy. Responses are due April 9, 2026, at 4:00 PM EST.

Scope of Interest

PdM MSS is exploring solutions that have demonstrated instances of receiving temporary accreditation in accordance with Intelligence Community Directive- ICD-705 v1.5.1 and DONSAPCO 0459-23. Key technical requirements include:

  • Physical Security: Compliance with ICD-705 standards.
  • Acoustic Attenuation: STC 50+.
  • RF Attenuation: 80 dB.
  • Heat Transfer Coefficient: 0.3.
  • Operational Suitability: Performance in diverse and austere environments.
  • Transportability: Land, sea, air (C-130, C-17), and tactical vehicles.
  • Integration: With Marine Corps systems (power, environmental control, C5ISRT).

Submission Requirements

Respondents must submit a White Paper and a completed Security Specification Questionnaire. Information requested includes:

  • Administrative Details: Company information, business type, DUNS/UEI, CAGE code, facility security clearance, Federal Supply Schedule, and existing contracts.
  • Product/Service Information: Compliance with standards, scalability, durability, corrosion mitigation, training, manufacturing readiness, supply chain, security protocols, support, maintenance, and cost/delivery estimates.
  • Technical Approach: Methodologies for meeting physical, acoustic, and RF attenuation requirements, and potential deviations from a draft Performance Specification (PSPEC).

Contract & Timeline

  • Type: Sources Sought / Request for Information (RFI)
  • Set-Aside: None specified.
  • Response Due: April 9, 2026, 4:00 PM EST.
  • Questions Due: March 20, 2026.
  • Published: March 10, 2026.
  • Place of Performance: Quantico, VA (for the issuing office).

Additional Notes

This RFI is for market research and planning purposes only and does not constitute a commitment to a contract. A Draft Performance Specification (PSPEC) is available upon request after completing a Non-Disclosure Agreement (NDA). The NDA outlines terms for protecting Controlled Unclassified Information (CUI). The Security Specification Questionnaire is critical for vendors to demonstrate their capability to meet stringent security standards.
