This solicitation is a Request for Quotation (RFQ) for the replacement of boundary and interior fence in the Habitat Unit referred to as Bobcat Creek Habitat Management Unit, located at the Charles M. • Quotes must be submitted electronically via email to nicole_johnson@ios.doi.gov by the closing date specified in Block 8 of the SF 1442.

• Submission requirements include:

  • Completed SF 1442.
  • Pricing for items on the Quote Schedule (Attachment 4).
  • Three examples of similar projects completed within the last five years (Relevant Experience).
  • A brief technical submission (1-3 pages) detailing the Technical Approach and Proposed Schedule.

• Evaluation will be based on a comparative assessment of price and non-price factors, including Technical Approach, Schedule, Relevant Experience, and Past Performance. The Government may select an offer that is not the lowest priced if it offers superior technical value or reduced performance risk.

• Key deadlines: Offer due date is July 02, 2026.

• This acquisition is a Total Small Business set-aside. Only responsible sources with Small Business status may submit a quotation. Offers from non-small businesses will be considered nonresponsive.

• A site visit is encouraged and can be arranged by contacting the CMR Fort Peck Field Station.

• Performance and Payment Bonds are required for awards over $35,000. A Payment Bond is required for awards over $35,000, and both Payment and Performance Bonds are required for awards over $150,000. A Bid Bond is NOT required.

Statement of Work (SOW) / Performance Work Statement (PWS)

To construct, modify, and remove boundary and interior fence within the Bobcat Creek Habitat Management Unit at the Charles M. Russell National Wildlife Refuge.

• Approximately 1.6 miles of new boundary fence construction.

• Approximately 1.8 miles of old fence removal and replacement with new fence.

• Approximately 2 miles of fence modification (replacing the bottom barbed wire with smooth wire).

• Approximately 9 miles of complete fence removal.

• Removal of all old fence materials, including wire, posts, braces, hardware, and debris, with disposal at an approved off-site location.

• Clearing of fence lines up to 4 feet on each side of the fence on USFWS Federal land, disturbing existing vegetation as little as possible.

• Fence construction must be sturdy with secure posts and properly installed components.

• Gates must be properly hung with aligned and secure hinges, and latches must function without binding.

• Upon completion, the work area must be free of rubbish and debris, and any disturbed areas must be restored to their original condition.

• Contractor must immediately notify Refuge personnel of any unstable soils, erosion features, or safety hazards.

• Project start: As soon as possible after notice to proceed.

• Project completion: By June 30, 2027.
