Submission & Evaluation
- Submission: Proposals and questions must be emailed to jeremy_riva@fws.gov by April 3, 2026, at 1700 ED local time.
- Evaluation: Award will be made to the responsible offeror whose submission conforms to requirements and offers the best value. Technical specifications and past performance are considered more important than price. The government reserves the right to award to other than the lowest priced offer.
- Payment: Requests must be submitted electronically through the Invoice Processing Platform (IPP).
