Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for comprehensive facilities services, including operations and maintenance, grounds maintenance, landscaping, snow and ice removal, custodial services, and integrated pest management. The goal is to establish a partnering relationship with the Contractor to ensure effective problem-solving and achieve GSA's objectives for improved operational efficiency and reduced costs.

The Contractor shall provide management, supervision, labor, materials, equipment, and supplies for the efficient and satisfactory operation, maintenance, and repair of various building systems and services. This includes, but is not limited to:

• Mechanical, plumbing, heating, ventilation, and air conditioning (HVAC) systems.
• Electrical systems, lighting, and switchgear.
• Building Automation Systems (BAS) and other control systems.
• Plumbing and domestic water equipment.
• Kitchen/concessions/restroom/mechanical area drains and grease traps.
• Landscape irrigation systems.
• Sanitary sewage and storm drainage equipment.
• Fire protection and life safety systems.
• Smoke control systems.
• Perimeter and non-tenant security systems.
• Dock levelers, roll-up doors, and sliding gates.
• Architectural and structural systems.
• Roofing systems.
• Window washing mechanical equipment.
• Static and dynamic bollard systems, gates, and fences.
• Fire doors and windows.
• Parking lots, surfaces, sidewalks, and illumination.
• Parking control and loading dock equipment.
• Dispensing equipment in restrooms and common areas.
• Window blind repairs.
• Service request desk operations, including NCMMS.
• Custodial and Related Services.
• Snow and Ice Removal.
• Grounds Maintenance and Landscaping.

The contract covers three locations in Montana along the I-90 corridor:

• James F. Battin U.S. Courthouse, Billings, MT
• Bozeman Federal Building and U.S. Post Office, Bozeman, MT
• Mike Mansfield Federal Building and U.S. Courthouse, Butte, MT

The period of performance includes a Base Period from May 1, 2026, to September 30, 2026, and seven Option Periods.

Performance will be evaluated based on success or failure in meeting contract requirements, including the Contractor's record of correcting deficiencies. Quality control will be monitored through inspections, service request logs, tenant surveys, NCMMS surveys, and timeliness of corrective actions. The Contractor must develop and implement a Quality Control Plan (QCP).

• Staffing: A detailed staffing plan is required, including key personnel qualifications, daily site POC, and approach to staffing coverage. Personnel must be licensed and certified as required.
• Training: Comprehensive training programs are required, including asbestos awareness, re-tuning, NCMMS, lead awareness, custodial training, and specific technical certifications.
• Safety: Compliance with all applicable Federal, state, and local laws and regulations related to maintenance and operations, including OSHA standards, is mandatory. A site-specific safety and health plan is required.
• Environmental Management: Use of environmentally friendly products and processes is required. Compliance with EPA regulations for refrigerants, solid waste, hazardous waste, and water systems is necessary.
• IT Security: Compliance with GSA IT security policies and procedures is mandatory for all systems connected to the GSA network.
• Reporting: Regular reporting is required, including monthly progress reports, waste reports, environmental compliance reports, and energy/water efficiency reports.
• NCMMS: The Contractor must utilize the National Computerized Maintenance Management System (NCMMS) for all CMMS actions, including work orders, asset inventory, and maintenance history.
• Building Operating Plan (BOP): A BOP must be developed and maintained for each building.
• Strike Contingency Plan (SCP): A plan must be developed to address employee strikes.
• Exterior Building Washing: Specific guidance for historic buildings must be followed.
• Integrated Pest Management (IPM): An IPM plan is required, focusing on preventive measures and non-pesticide methods where possible.
• Solid Waste Management: A minimum fifty percent waste diversion rate is required, with emphasis on recycling and composting.

Justification for Other Than Full and Open Competition

This document justifies awarding a sole-source bridge contract to Phoenix Management, Inc. (PMI) for full facilities services at three Federal properties in Montana. This action is necessary because the existing contract expires on April 30, 2026, and a new long-term contract is not expected to be in place until October 1, 2026. The bridge contract aims to ensure continuity of essential services.

• Full facilities services including operations & maintenance (O&M), custodial services (excluding Battin U.S. Courthouse), integrated pest management, grounds maintenance, landscaping, snow removal, and other facility services.

• Services cover the James F. Battin U.S. Courthouse (Billings), Federal Building and U.S. Post Office (Bozeman), and Mike Mansfield Federal Building and U.S. Courthouse (Butte).

• Contractor must manage and supervise subcontractors, develop a quality control program, and meet performance standards outlined in a performance work statement.

• Services include scheduled and unscheduled maintenance, repair, predictive and preventative maintenance, and response to emergency situations.

• Contractor must manage service calls within the national computerized maintenance management system (NCMMS).

• The bridge contract term is a five-month base period with options to extend for up to an additional seven months (total potential duration of twelve months).

• The justification is based on 41 U.S.C. 3304(a)(1) and FAR 6.103, citing "Only one responsible source and no other supplies or services will satisfy agency requirements."

• This document is a justification for a sole-source award, not a solicitation for proposals.

• GSA intends to post a special notice to SAM.gov to determine if other sources are interested in this high-risk requirement.

• This is a sole-source justification, not an open competition.

• Phoenix Management, Inc. (PMI) is the incumbent contractor and is uniquely qualified due to specialized knowledge of the facilities, existing quality management program, and deployed resources.

• Transitioning a new contractor within the short bridge period is deemed impractical due to significant costs and risks, including security clearances, mobilization, training, equipment, and development of new maintenance and quality control programs.

• Market research, including a previous special notice, did not yield interest from other sources for a similar bridge contract.

• A longer-term competitive procurement for statewide facilities engineering and full facilities services is anticipated.
