Quick Summary

The Department of the Interior, Bureau of Reclamation, is soliciting quotes for the MT-YT & CF Excitation System Upgrade for the Yellowtail and Canyon Ferry Powerplants in Fort Smith and Helena, Montana. This Total Small Business Set-Aside opportunity seeks a contractor to provide and install Basler brand excitation system components to replace end-of-life hardware. The estimated value for this Firm-Fixed-Price supply contract is $1,175,500.00. Quotes are due February 16, 2026, at 1500 MS time.

Purpose & Scope

This solicitation (140R6026Q0007) is for the upgrade of existing excitation systems at the Yellowtail (2005 Cutler Hammer ECS-2100) and Canyon Ferry (2011 Eaton ECS-2100) Dams. The existing front-end hardware is beyond its serviceable life and no longer supported. The requirement is for brand-name Basler equipment, as Basler acquired the original designs and maintains compatibility, making it the only known company capable of providing all required compatible components. This is a re-solicitation for FY2026.

Key Requirements & Deliverables

  • Retrofit existing ECS-2100 voltage regulators to Basler DECS-2100 voltage regulators.
  • Install new control boards and Human-Machine Interfaces (HMIs) on each generating unit.
  • Potentially include the bridge control module (BCM) retrofit to Basler BCM-2.
  • Furnish and deliver all new components, remove existing control components, and install modern equipment.
  • Provide latest configuration and setting files, designs, drawings, manuals, and software.
  • Conduct testing, commissioning, and system startup services, including off-line and on-line testing.
  • Provide on-site turnkey services by Basler factory-trained technical experts for installation, connection, and interconnection.
  • Provide comprehensive training on the new equipment and software.
  • New control module design must be single, with a voltage regulation accuracy minimum of 0.1%.
  • Replacement equipment must fit within the existing footprint without modification.
