Submission & Evaluation
Offerors must submit a complete and signed solicitation. Electronic submission of quotes is available through the SAM website, with proposals specifically required via Wide Area Work Flow (WAWF). Alternatively, a signed and completed solicitation can be submitted via email or fax. Required submission details include:
- Completion of box 17A, reading box 28, and signing page 1 boxes 30 a, b, and c.
- Provision of CAGE code.
- Quoting FOB Destination Bremerton, WA.
- Annotation of lead time, manufacturer name, and country of manufacturing.

Additional Notes
- Offerors must be registered in the System for Award Management (SAM).
- Contractors (awardees) required to implement NIST SP 800-171 must have a current assessment (not more than 3 years old) as detailed in DFARS 252.204-7019. Items deemed Commercial Off The Shelf (COTS) are exempt but must be identified to the contracting officer during the solicitation period.
