Statement of Work (SOW) / Performance Work Statement (PWS)

To restore the MTCF DSN room and cable vault to their former state following a chilled water leak in December 2024.

• Cleaning of all areas within the MTCF DSN room (totaling 1,126.91 sq ft).

• Specific tasks include:

  • Cleaning above-ceiling A/C duct tops and pipes (potentially requiring scaffolding).
  • Cleaning and replacing ceiling tiles (up to 10% of the area).
  • Cleaning and repainting walls below the leak area.
  • Cleaning above equipment (panels, CRACs, disconnects).
  • Cleaning fiber cable trays and ladders.
  • Cleaning cables in trays and ladders.
  • Cleaning the floor cover base.
  • Cleaning the RGAF and buffing the floor.
  • Replacing RGAF tiles if stained (up to 10% of the area).
  • Cleaning under the floor and sub-floor cables.
  • Cleaning the lower part of the cable vault walls and floor.
  • Cleaning the cable vault sump pump and sensor.

• All cleaning tasks require the removal of all residue from the leak.

• Surveillance will be conducted via visual inspection.

• The work is to be performed at the 78th Signal Battalion, Buckner Communications Site, Okinawa, Japan.

• The Performance Schedule will be submitted by the Contractor upon contract award and requires acceptance by the Quality Assurance Personnel (QAP) or designated representative.

• Quality Control: Contractor must ensure services conform to contract requirements and meet specified performance thresholds.

• Quality Assurance: Government will periodically evaluate performance through on-site inspections by the QAP.

• Physical Security: Access to Camp Foster Annex requires approval through the USMC PMO. Contractor must obtain base passes and vehicle stickers for employees. Work procedures must avoid interference with existing Government operations.

• Hours of Operation: Services are to be performed Monday through Saturday, 0700-1600, excluding Sundays and US Holidays. Extended hours may be approved by the Contracting Officer (CO) at no additional cost to the Government.

• Typhoon Conditions: Work will cease immediately during TCCOR 2. Contractor must secure the job site. During TCCOR 1 Caution, employees are excused. During TCCOR 1 Recovery, employees must be available.

• Conservation of Utilities: Contractor must instruct employees on conservation practices for lights, mechanical equipment, and water.

• Records: Contractor is responsible for maintaining Government-required records as cited in the PWS.

• Environmental Controls: Contractor must comply with applicable Japan Environmental Governing Standards (JEGS) and report any spills immediately.

• Safety Requirements: Contractor must conform to OSHA, JEGS, and other safety standards. A safety plan must be developed. Contractor must protect Government property and ensure a safe work environment. Subcontractors must also comply with safety provisions.

• Insurance: Contractor must procure Automobile Property Damage and Bodily Injury insurance.

• Contractor Personnel: A Contract Manager and alternate must be provided. Employees must be identifiable and not pose a threat to health, safety, or security. Off-duty military personnel may be subject to deployment or recall.

• Japanese Road Laws: Contractor must comply with Japanese Road Laws while on US Military installations.

Solicitation / RFP / RFQ

• Quotations must be held firm for 60 calendar days from the date specified for receipt.

• Evaluation will be based on Price. The government will award to the responsible offeror whose offer is most advantageous, considering price.

• The acquisition is set aside for Small Business.
