This document is a Combined Synopsis/Solicitation for the supply and delivery of two (2) MTE Emergency Lighting Panels for the Mt. Elbert Powerplant emergency system. This is a Total Small Business Set-Aside.

• Two (2) Lighting Panels adhering to the Salient Characteristics and Specifications identified within Attachment A.

• Delivery within 90 days of purchase order award.

• Contract type is not specified, but it is a Firm Fixed Price requirement.

• Period of Performance: Delivery within 90 days of award.

• Estimated Value: Not specified.

• Submission Deadline: May 8, 2026, by 1:00 PM Mountain Daylight Time (MDT).

• Submission Method: Electronic quotations ONLY, submitted via email to Monte Baird (monte_baird@ios.doi.gov).

• Format: One (1) PDF document containing technical information (specifications, brochures), past performance, and Vendor Information/Price Schedule.

• Evaluation: Offers will be evaluated based on Technical Capabilities, Past Performance, and Cost/Price. Technical and Past Performance, when combined, are approximately equal to Cost/Price.

• Questions Deadline: April 28, 2026, by 10:00 AM MDT. Submit questions via email to monte_baird@ios.doi.gov.

• Total Small Business Set-Aside.

• Small Business Size Standard: 800 employees.

• A written solicitation using Standard Form 1449 will not be issued.

• Offers must be for the entire Price Schedule; no partial offers will be considered.
