Statement of Work (SOW) / Performance Work Statement (PWS)

To maintain a continuous, slightly pressurized nitrogen (N2) blanket on Transformer K2A at the Mt. Elbert Powerplant. This is a critical and ongoing requirement to preserve and protect the transformer's insulation system.

• Provide nitrogen in both 330-lb cylinders (bottled gas) and bulk liquid form.

• Deliveries are to the Mt. Elbert Powerplant, 5583 Highway 82, Twin Lakes, CO 81251.

• Deliveries must occur Monday - Thursday, 8 am to 4 pm MT, within five (5) business days after receipt of order.

• Cylinder Requirements:

  • Cylinders shall be 330 pounds each.
  • Nitrogen must be ultra-high purity.
  • Cylinders will be rented from the supplier.
  • Supplier is responsible for all maintenance, testing, and replacement of rented cylinders.
  • Six (6) cylinders must be connected and used simultaneously and remain available on the manifold at all times.

• Bulk Liquid Requirements:

  • Product shall be UN-1977 liquid nitrogen.
  • The system must deliver nitrogen in gaseous form only.

• Connection Requirements:

  • All connections for both bulk liquid and 330-lb cylinder supply options must be compatible with standard gas fittings.

• Period of Performance: 05/01/2026 – 04/31/2027

• Orders/Deliveries shall be initiated by the government throughout the Period of Performance.
