Next steps
Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.
Quick Summary
The Medical Technology Enterprise Consortium (MTEC), under the Department of Defense (DoD) Defense Health Agency (DHA), has issued a pre-announcement for an upcoming Request for Project Proposals (RPP) for Fiscal Year 2026. This RPP will solicit a broad range of medical prototype technological and knowledge solutions with strong military relevance across 14 distinct Focus Areas. The acquisition will utilize an Enhanced White Paper approach. The anticipated RPP response date is July 17, 2026.
Scope of Work
MTEC seeks solutions for 14 Focus Areas, including:
- Policies and practices for cross-cutting prevention of harmful behaviors.
- Fostering Service member physical fitness through integrated primary prevention.
- Identifying and reducing barriers to help-seeking.
- Prophylactic solutions for battlefield and complex traumatic wound infections.
- Pathogen-agnostic countermeasures for sepsis from wound infection.
- Knowledge product solutions for preventing infection in traumatic penetrating wounds.
- Bacterial diarrhea prevention.
- Dengue Fever prevention and/or treatment.
- Prevention and treatment of emerging infectious diseases (Lassa, CCHFV, hantaviruses).
- Musculoskeletal injury treatment for pre-hospital environments.
- Operational suitability of existing pain treatments.
- Repurposing and novel delivery of approved compounds for opioid-sparing analgesics.
- Development of novel non-addictive analgesics.
- Advanced anesthesia and procedural pain solutions for austere environments.
Proposed solutions may include medical techniques, knowledge products, and materiel (e.g., medical devices, drugs, biologics). Each proposal must address only one Focus Area.
Contract & Timeline
- Type: Prototype Project under an Other Transaction Agreement (OTA) with DHA.
- Anticipated RPP Response Date: July 17, 2026.
- Published Date (Pre-Announcement): June 16, 2026.
- Funding: Contingent on federal funds; average MTEC awards are $2.0M - $3.5M over a 2-3 year Period of Performance.
- Set-Aside: None specified in this pre-announcement.
Submission & Evaluation
The acquisition will follow an Enhanced White Paper approach.
- Stage 1: Current MTEC members submit Enhanced White Papers. The Government will evaluate and select proposals that best meet technology priorities.
- Stage 2: Selected offerors will be invited to submit a full cost proposal.
Minimum Requirements for Proposals:
- Prototype Definition: Projects must fit the definition of a prototype (e.g., proof of concept, novel application, demonstration of utility) and require preliminary data.
- Minimum KRL/TRL: A minimum Knowledge/Technology Readiness Level (KRL/TRL) of 3 is required at submission. Specific topic areas may have additional requirements.
- New Submissions: Proposed solutions must not have been submitted to MTEC within the past two years.
Selection is highly competitive, based on technical merit, programmatic considerations, and funding availability. Teaming is encouraged but not required.
