Services will cover a wide range of facilities such as aircraft hangars, maintenance facilities, administrative offices, training sites, readiness centers, fire stations, and airfield pavements across MTNG installations.

  • Subcontracting: Prime contractors must comply with FAR Clause 52.219-14 DEVIATION 2021-O0008, limiting payments to non-similarly situated subcontractors to 50% of the contract amount.

  • Page Limits: SF 330 Part I not to exceed 75 pages. Resumes (Section E) and project examples (Section F) not to exceed two pages each.
  • Evaluation Criteria (Descending Order of Importance):
    1. Professional Qualifications: Key personnel (Project Manager, Architects, Engineers, Security/Cyber Security, Environmental) with specific experience, registration, and education.
    2. Specialized Experience & Technical Competence: Up to 10 projects in the last 10 years demonstrating experience in military projects, sustainable design, DOD UFC/UFGS, antiterrorism/force protection, surveying, REVIT/Civil-3D, FAA regulations, cost estimating, abatement/remediation, NEPA, and quality management.
    3. Capacity: Ability to accomplish work promptly, handle multiple simultaneous task orders (2-4 per year, <$600K design value), and availability of key personnel.
    4. Past Performance: For projects included in SF 330 Section F, including CPARS data.
    5. Location & Knowledge of Locality: Familiarity with Cascade and Lewis and Clark Counties, MT, and knowledge of local conditions (hydrology, soil, seismic, codes).
    6. Tie-Breakers: Volume of DoD work, superior performance evaluations, commitment to small business/SDB subcontractors, and geographic proximity (MT-based firms).
  • Interviews: May be conducted for most highly qualified firms approximately 30 days after submittal review.

  • Review FAR 9.5 (Conflicts of Interest) and FAR 36.209. Firms preparing a Design-Build RFP for a project are restricted from participating in that project's Design-Build.
