This is a synopsis for a Single Award Task Order Contract (SATOC) for Architect-Engineer (A-E) services to support the Air and Army National Guard programs throughout Montana. The contract will be solicited as a small business set aside for a five-year ordering period. The North American Industry Classification System (NAICS) code is 541330 with a small business size standard of $25.5M. The contract requires prime contractors to comply with FAR Clause 52.219-14 DEVIATION 2021-00008 regarding subcontracting limitations for small businesses.

The A-E firm must be capable of responding to and working on multiple task orders concurrently. Services include planning, master planning, program support, investigative and design services, development of construction documents, construction support, engineering and environmental studies, NEPA documentation, investigations, and surveys. Specific work may include preparation of plans, specifications, cost estimates, cost management plans, construction inspection, engineering standards development, national design submissions, technical studies, performance criteria development for design-build projects, government construction program support, commissioning services, and interior design. Projects may involve administrative, industrial, and support facilities for the Montana National Guard (MTNG), including aircraft hangars, maintenance facilities, offices, supply facilities, civil engineering facilities, training sites, readiness centers, fire stations, security facilities, munitions storage, communications facilities, mobility and aerial port facilities, dining facilities, medical facilities, roadways, airfield pavements, site utilities, infrastructure, and aircraft fuel systems.

• Contract Type: Indefinite Delivery Indefinite Quantity (IDIQ)

• Ordering Period: Five (5) years

• Total Contract Ceiling: $5,000,000.00

• Minimum Total Fee Guaranteed: $2,500.00

• Order Limitations: Not obligated to honor (1) any order > $750K for a single item or (2) any order > $5M for a combination of items.

• Task Orders: Primarily negotiated firm-fixed-price, with construction values typically less than $500K.

• Submission Deadline: March 16, 2026, no later than 10:00 AM Mountain Time.

• Evaluation Criteria: Primarily based on professional qualifications (SF330, Part I, Section E) and specialized experience/technical competence (SF330, Part I, Section F). Secondary criteria include capacity, past performance, and geographic proximity.

• Interviews: May be conducted for highly qualified firms approximately 30 days after submittal review.

• Pricing: This is not a request for a price proposal.

• Small business set aside.

• Joint ventures are permitted but must meet applicable size standards.

• Firms must be registered in the System for Award Management (SAM) database.

• Small businesses must comply with FAR 52.219-14 DEVIATION 2021-00008 regarding subcontracting limitations (not more than 50% of contract performance to non-similarly situated entities).

• Firms preparing a Design-Build RFP for a project will be restricted from participating in the Design-Build of that project.

The Montana National Guard is soliciting for Non-Personal A-E services. The contract will be solicited as a small business set aside, provided at least three capable small businesses are identified.

A-E services include, but are not limited to, planning, master planning, program support, investigative and design services, development of construction documents, construction support, engineering and environmental studies, National Environmental Policy Act (NEPA) documentation, investigations and surveys. Specific tasks may include preparation of plans, specifications, calculations, cost estimates, cost management plans, quality control plans, construction inspection, testing, engineering standards development, national design submissions, technical studies, performance criteria development for design-build projects, commissioning services, and interior design. Services also encompass a wide variety of professional services for administrative, industrial, and support facilities.
