• Contractor must provide a weekly performance log to the Quality Assurance Representative (QAR).

• Contract Type: Firm-fixed price.

• Period of Performance: Base Period (June 1, 2026 - May 31, 2027) plus four option periods, not to exceed one year each. The total duration, including options, shall not exceed 5 years.

• Inquiries and comments must be submitted via email no later than four (4) calendar days prior to closing.

• Award will be made to the lowest-priced, responsive, responsible quoter.

• Evaluation factors include minimum experience requirement (two examples of commercial janitorial projects within the last six years, servicing facilities of 5,000 sq ft or larger, with an annual contract value of $50,000 or greater).

• This solicitation is 100% set-aside for Economically Disadvantage Women Owned Small Business (EDWOSB).

• Contractors must be registered in the System for Award Management (SAM) prior to award.

• The Performance Work Statement (PWS) and other terms and conditions are incorporated.

• Applicable FAR and DFARS clauses are incorporated by reference.

To maintain the Mud Mountain Dam (MMD) Project Office (Admin Building) in Enumclaw, WA, at a satisfactory level, ensuring a clean and professional appearance, and meeting industry-standard cleaning requirements for all restrooms, office spaces, and common areas.

• Provide all management, labor, equipment, and materials for janitorial services.

• Services include cleaning offices, restrooms, common areas, and storage rooms.

• Adhere to manufacturer specifications and utilize environmentally friendly products; recycled materials are encouraged.

• Perform routine cleaning (weekly) including trash and recycling removal, restroom cleaning, vacuuming, hard surface cleaning, kitchen/break area cleaning, entrance/interior glass cleaning, and spot cleaning.

• Perform periodic cleaning (monthly, quarterly, bi-annual) including glass surfaces, damp dusting, trash/recycling receptacle cleaning, toilet bowl/urinal descaling, window/screen cleaning, and light fixture cleaning.

• Respond to emergency/special cleaning requests within half a day.

• Services must be performed without causing programmatic delay or violating the schedule.

• Satisfactory: Meets standards with minimal delays.

• Marginal: Results in moderate delay or impact.

• Unsatisfactory: Results in unacceptable delays or impact, potentially incurring additional costs.

• Insufficient: Restroom supplies not being provided.

• 95% of task orders must be satisfactorily completed without customer complaint or rework.

• Period of Performance: One (1) Base Period (June 1, 2026 - May 31, 2027) and four (4) option periods (through May 31, 2031).

• Place of Performance: US Army Corps of Engineers, Mud Mountain Dam, Project Office (Admin building), 30525 SE Mud Mountain Road, Enumclaw, WA 98022.

• Contractor must provide all equipment and supplies, including environmentally safe cleaning chemicals and paper products.

• Contractor must adhere to applicable OSHA, State of Washington, and Corps of Engineers Safety Requirements Manual (EM 385-1-1) standards.

• Contractor must develop and implement an overall safety program, including a Job Hazard Analysis.

• Contractor personnel require security vetting and must comply with site-specific security procedures, including Force Protection Condition (FPCON) and Health Protection Condition (HPCON) measures.

• Contractor must use the E-Verify Program for employment eligibility verification.

• Contractor employees must wear uniforms (shirt, hat, or name tag) identifying their business.

• Government will provide water, restroom facilities, phone use (for contractor's main office), fingerprinting services, keys/fobs, designated parking, and space for equipment storage. Government will also provide trash and recycling containers and dispensers for paper towels, toilet paper, and soap.
